Amazon seeks an experienced Workplace Health and Safety (WHS) Senior Program Manager to support Japan business units within AMET, APAC, and LATAM (AAL) regions, partnering with the Global WHS Standards & Procedures Team. This position, based at a Fulfillment Center in the Tokyo area, requires 20-30% domestic and international travel.

The role focuses on managing Standards and Procedures (S&P) processes in Japan within the WHS Management System (WHS MS, WHS Management Procedures for Japan - Integrating Amazon Global WHS Procedures and Japanese Regulatory Requirements). Key responsibilities include:
Leading document development, quality control, and publication processes while coordinating with subject matter experts, field teams, legal and leadership. You will evaluate procedure requirements, manage implementation, and ensure WHS MS remains current and effective across all operations.

Success in this position requires strong project management capabilities and the ability to:
• Coordinate cross-functional teams and align multiple stakeholders
• Drive technical accuracy and analytical excellence in WHS standards
• Execute comprehensive audit programs with the Worldwide Audit team
• Lead change management initiatives and process improvements
• Manage document control processes and quality management systems
• Facilitate effective communication across all organizational levels

The ideal candidate will demonstrate expertise in streamlining processes, creating efficient workflows, and delivering measurable improvements in WHS program effectiveness. They should possess deep knowledge of quality management systems and WHS procedures, with proven ability to:
• Educate WHS managers to obtain capability to conduct the internal audits based on the requirements of WHSMS.
• Collaborate with Regional managers to mitigate gaps against the requirements of WHSMS and at network level.

This role demands excellent communication skills, both written and verbal, combined with a strategic mindset for developing and implementing standards that enhance workplace safety. Request Management: Evaluate, prioritize, and process requests through established channels. Provide impact analysis feedback to stakeholders as part of the Change Management (CM) review process. Assess impacts on standard work and business operations for executive review or development approvals.
2. Field Team Support: Assist field teams with WHS conformity issues by engaging relevant stakeholders and SMEs. This includes WHSMS procedure implementation, internal audit coordination, ISO 45001 certification operations, compliance activity management, and addressing escalated procedure concerns.
3. Review and Development: Prepare for and support weekly/monthly business reviews and Change Management Executive Review Meetings. Lead procedure development upon CM approval, collaborating with diverse stakeholders throughout the process. Manage document quality control phases.
4. Continuous Improvement: Apply PDCA (Plan-Do-Check-Act) principles and maintain awareness of ISO 9001/14001/45001 standards for continuous improvement. Issue relevant internal communications and directives.
5. Documentation and Communication: Update and maintain WHS MS repository publications. Manage post-publication translation requests and communicate procedure updates to end-users through appropriate channels.
6. Stakeholder Collaboration: Work closely with Learning teams and other relevant stakeholders to ensure comprehensive implementation of WHS standards and procedures.

This role requires a deep understanding of WHS processes, strong project management skills, and the ability to effectively communicate and coordinate across multiple organizational levels and functions.
