JOB OVERVIEW
Under the supervision of the WPE Coordinator, the WPE Senior Digital Systems and Technical Support Officer will provide expert technical support to WPE teams and partners in managing digital platforms used for confidential client data, program tracking, and reporting. This role is responsible for the administration, troubleshooting, and user support for systems such as KOBO, CommCare, GBV IMS+. The officer will ensure data management processes are aligned with IRC’s standards of confidentiality, data security, and accountability. This position is critical to the effective implementation of key cash-based protection interventions, including the Cash for Protection program and the Emergency Case Management Fund.
KEY RESPONSIBILITIES
1. Management of Confidential Data Systems and Reporting Platforms
Provide day-to-day technical oversight, troubleshooting, and user support for key digital platforms used in the WPE program: KOBO, CommCare.
Support the configuration, maintenance, and updates of forms, workflows, and user accounts.
Ensure that all data collection, storage, and reporting activities meet IRC data protection policies and confidentiality standards.
Coordinate closely with MEAL team to ensure system alignment and compatibility.
2. Technical Support for Cash for Protection and Emergency Case Management Fund (ECF)
Maintain and administer client databases for Cash for Protection and ECMF programming.
Track payment records, case processing, and request flows in collaboration with program and finance teams.
Generate routine and ad-hoc reports on fund utilization, client support provided, and payment statuses.
Ensure RedRose platform is used efficiently and accurately for digital payment tracking and referral coordination.
3. Referral Tracking
Maintain and analyze referral-related data from WPE teams, including both internal and external referrals, ensuring that data processes uphold confidentiality, informed consent, and safety principles.
Support teams in systematically documenting referrals across relevant platforms, ensuring accuracy, consistency, and linkage to available services.
Provide technical support in tracking the effectiveness of referral pathways and flag gaps or delays in access to services, in collaboration with program managers and protection actors.
4. Data Analysis and Visualization Support
Assist with the collection, cleaning, and organization of program data from protection centers and field teams.
Prepare datasets, tables, and visual materials to support donor reporting, internal analysis, and strategic planning.
Contribute to the preparation of evidence-based program summaries and quarterly reports in collaboration with WPE managers and MEAL staff.
Support the design and maintenance of standard reporting templates and data visualization tools.
5. GBV IMS Coordination and Support
· Lead the technical implementation and maintenance of the GBV Information Management System (GBV IMS) within the WPE program, ensuring it is used in accordance with IRC global standards and inter-agency protocols.
· Provide day-to-day user support for WPE teams using GBV IMS, including troubleshooting, account management, and training on data entry and navigation.
· Coordinate data extraction, cleaning, and reporting in collaboration with the MEAL team for internal analysis and donor reporting, while maintaining strict confidentiality.
JOB REQUIREMENTS
Education:
Master’s degree or higher in social work or social science field.
Advanced training or certification in data protection, database administration, or digital platform management (e.g. KOBO, CommCare, GBV IMS)
Experience:
· Minimum 2 years of experience in technical support, information management, or data systems administration within humanitarian or development settings, preferably in protection or GBV-related programming.
· Proven experience working with digital platforms such as KOBO, CommCare, GBV IMS+, and/or RedRose, including configuration, troubleshooting, and user support.
· Strong understanding of data confidentiality and protection standards, with demonstrated ability to manage sensitive information in line with survivor-centered and humanitarian principles.
Demonstrated Skills and Competencies:
Strong organizational and documentation skills, with proficiency in office software (e.g., Microsoft Word, Excel, Google Workspace).
Experience in working with data collection platforms such as KoBoToolbox and CommCare is highly desirable.
Excellent interpersonal and communication skills, with the ability to work respectfully and empathetically with individuals from diverse backgrounds and vulnerabilities.
Ability to work both independently and collaboratively within a multidisciplinary team in a dynamic humanitarian context.
Fluency in Ukrainian and English is required.
Strong commitment to humanitarian values, including adherence to safeguarding policies, the Child Safeguarding Policy, and the Prevention of Sexual Exploitation and Abuse (PSEA) standards.
