The Idaho Department of Water Resources (IDWR) has an exciting opportunity for a natural resource professional who wants to impact Idaho water issues.
IDWR is filling a vacancy for a Water Resources Supervisor in our State Office in Boise. The person in this position will manage the Water Supply Bank Program on behalf of the Idaho Water Resource Board; supervise staff in processing water supply bank program applications; establish guidance and procedures consistent with Idaho water law, rules, and policies; coordinate with water users, stakeholders, and IDWR staff; manage program budgets, and create and present water supply bank program reports.
The Water Resources Supervisor will lead a small team who assist customers with water right questions and water supply bank filings, review and process Water Supply Bank filings, maintain records on multiple media, and implement process efficiency improvements. Duties are primarily in the office with the possibility of occasional in-state travel.
Example of Duties
· Hire and train staff, assign work, and evaluate performance
· Interpret Water Supply Bank Program statutes and rules to create policy and guidance
· Plan, delegate, and schedule work to meet unit and Section objectives
· Track program performance and prepare annual reports
· Work with information technology professionals to design, create, test, and implement software updates
· Produce informational brochures and specialized products for public use
· Coordinate with the Idaho Water Resource Board Members to accomplish program objectives
· Process complex water right applications
· Review and approve water right permits, licenses, transfers, and water supply bank applications
· Assist the public, attorneys, and consultants with answers to complex questions about water right, adjudication, and water administration matters
· Supports administrative or court contested case proceedings by conducting conferences or hearings and by giving written or oral expert testimony
· Maintains accurate water right, adjudication, and water use records in multiple formats
Minimum Qualifications
Water Resources Supervisor (General) Minimum Qualifications:
Some knowledge of:
· Supervisory practices
· Project management principles
· Data management systems
Experience with:
· Interpreting, applying, and explaining state laws and rules
· Leading a team project or coordinating a program that requires planning, prioritizing, and accomplishing multiple regulatory, administrative, or business objectives
· Describing technical subject matter to non-technical users both orally and in writing
Water Rights Specialty Area Minimum Qualifications:
Experience with:
· Applying state laws, policies, and practices to water right processes, and interpreting water right records
· Calculating and measuring water flow rates and volumes for irrigation and other water uses
· Interpreting maps and aerial imagery and using Geographic Information System (GIS) software
Good knowledge of:
· Surface and ground water hydrology as it relates to water diversion and use, well drilling, water system design, and water measurement
Some knowledge of:
· Record-keeping practices
Additional Qualifications
· Must possess a valid driver's license
