From day-to-day system operations and preventative maintenance to coordinating construction projects and emergency response, this role is central to keeping the City’s collection systems running reliably and sustainably. As a manager, you will supervise and develop staff, promote a strong safety culture, and collaborate with contractors, engineers, and community members to deliver high-quality service. You will also be responsible for ensuring regulatory compliance, supporting capital planning, and maintaining accurate data and reporting that guide future improvements. Essential Functions + Oversee the coordination and progress of daily wastewater collection system operations and maintenance functions, including installation, maintenance, and repairs on components of collection system equipment, inspections, testing, data collection, verifying sewer connections, etc. + Supervise and direct employees, including assigning and reviewing work, performance evaluations, and training; provide recommendations in hiring, discipline, and termination decisions; provide support by correcting deficiencies, and building strengths to ensure effective working relationships. + Ensure safe operation of equipment and safety training of employees. + Participate in the development and management of various collection system construction projects. + Oversee projects performed by outside contractors to ensure compliance of standards and regulations. implement and oversee restoration of private property damaged by City sewer repairs. + Perform preventative maintenance and inspections of collection system components; complete DEQ documentation and reporting of SSO events. + Provide verification of sewer connections, reviewing for accuracy and correcting errors. + Respond to questions, concerns, and other inquiries from customers, consultant, contractors, etc. + Draft contracts, agreements, and letters to contractors and/or homeowners regarding city ordinances on STEP systems and manholes. + Administer dye tests and camera inspections; schedule appointments, prepare documents, and maintain data and records regarding compliance and verifications; assist customers with failed dye tests, proving connections, and sewer back-up claims. + Ensure work orders are entered accurately and reports obtained to maintain compliance. + Prepare, update, and submit labor and equipment costs for Collection work; prepare year-end reports, graphs, data, maintenance history reports and presentations used for budget, engineer requests, and maintenance; track annual repair costs on manholes, lift stations, sewer mains, and STEP systems. + Coordinate with Stormwater regarding various storm issues; provide maintenance information and storm reports for DEQ. + Provide support in locating and marking sanitary sewer, storm sewer, and traffic signals. + Assist in the development of annual operating and capital budget. + Communicate collection needs, problems, and concerns with the Wastewater Collection Superintendent. + Maintain inventory, order parts and supplies, schedule vehicle maintenance. + Other duties as assigned, based on training and qualifications. Knowledge, Skills and Abilities + Knowledge of public administration principles and practices, including budgeting, risk management, staff management, training, supervision, project management, etc. + Knowledge of wastewater collection and treatment principles and practices, including sewer collection system operation and maintenance, etc. + Knowledge of and ability to promote department safety considerations, City safety policies, OSHA standards and guidelines. + Skill in monitoring safety guidelines and procedures. + Skill in operating office equipment, various computer software and databases, including Microsoft 365, and the ability to learn job-specific applications and equipment. + Skill in communicating, in person and writing, with the proven ability to establish and maintain positive working relationships with diverse individuals. + Ability to lead and train staff in a safety protocols and various other job-specific areas. + Ability to maintain and prepare records, reports, and correspondence. + Ability to problem-solve and resolve conflicts with facilitating outcomes while maintaining a calm demeanor. + Ability to maintain and foster a culture of professionalism, adhere to departmental and City standards and specifications, and support a positive team environment. + Ability to learn and interpret departmental and City of Missoula policies, practices, and procedures, including Missoula Municipal Code, and other local, state, and federal wastewater treatment, sewer, and water quality regulations. Working Conditions: + Position requires the ability to lift and maneuver 75 lbs. or less. + Work environment may involve occasional exposure to unavoidable seasonal weather conditions, occupational hazards, biohazards, loud noises, and physical risks, which require following basic safety precautions. + Position requires on-call and/or overtime shifts, as needed. Qualifications and Additional Application Materials + Any combination of education and experience equivalent to seven (7) years of wastewater related operations and maintenance, and underground utility construction experience, or another relevant field. + Must have a valid Montana driver’s license with a verified acceptable driving record, or the ability to obtain within 30 days of hire.
