WASH Program Manager
Wahana Visi Indonesia is a Christian humanitarian organization dedicated to work and collaborate to empower the most vulnerable children, family and community through community development, advocacy, and emergency response for sustainable transformation regardless of religion, race, ethnic or gender.

Since 1998, Wahana Visi Indonesia has carried out various community development programs focusing on children. Hundred thousands of children in Indonesia have been benefited from WVI’s accompaniment program. Wahana Visi Indonesia is a trusted partner of World Vision International.

Key Responsibilities:

Provides overall WASH sector and program leadership for the national office. Leads National Office (NO) technical program approach development, ensuring alignment with regional and global WASH sector strategies (Global WASH Business Plan), to include WASH program management, advocacy, monitoring and evaluation, and integration with other sectors and functional areas. Provides guidance to field staff for quality programme implementation. Determines WASH capacity gaps and develops capacity building plan with regional assistance. Seeks opportunities for WASH program implementation, research, and communicates learnings from programming. Maps donors, understands their technical expectations, pre-positions the NO for grants bids and support the design and development of proposals. Maintains strong and regular external engagement with WASH stakeholders in the country. Maintains situation awareness of potential emergencies and ensures readiness for sector response.

Strategy Development & Planning

Design and plan the national WASH strategy

Lead the design and planning of the WASH programme

Lead the development of detailed implementation plans

Lead the development of budgets for sectoral initiatives

Resource Acquisition & Management

Participate in the development of WASH grant proposals and ensure the donor acquisition team has technical support needed for solicitations to prospective donors and Support Offices

Respond effectively to calls and queries by donors and SOs on WASH in conjunction with the resource acquisition team and other WASH staffs/NO specialist

Support in raising local resources for WASH

Ensure the allocation of adequate resources for WASH program implementation

Track accountability to WASH-specific grants

Capacity Building/ Technical Works

Ensure WASH capacity gaps identified and mapped in all level and develop strategy to improve staff capacity development with internal, regional and global assistance.

Provide mentorship and coaching for staff development and support other staff development initiatives

Support WASH capacity development monitoring and its alignment with WASH technical competencies framework.

Lead national WASH learning and capacity building

Promote ongoing reflection and learning among staff and partners

Accountability & Quality Assurance

Advise on implementation of approved WASH project models

Ensure WASH programmes have the technical support required to implement high quality interventions

Assess and track quality of implementation and alignment to national or international standards, government policies, donor guidelines and TP/DIP plans.

Ensure WASH Culture of Quality (CoQ) is institutionalized and implemented with stakeholders and community

Conduct activities to assess quality in the field; solicit community and stakeholder feedback

Stay apprised of the various WASH approaches being used in the sector

Support recruitment and induction of relevant staff required to achieve or surpass performance targets

Ensure that the processes of planning, implementation, monitoring and evaluation are performed on time and with high quality.

Ensure monitoring system and tools are developed and used by WASH staff to track the progress of WASH program implementation and to capture learning and are used for decision making and project/program quality improvements.

Support and advise research projects to explore programme quality and efficacy, and to test new approaches and innovations

Advocacy, External Engagement and Partnership

Maintain strong and regular external engagement with WASH stakeholders in the country.

Advocate for WASH, most vulnerable children/communities, children well-being  and Wahana Visi Indonesia at the national level through strategic relationships, position papers and policy briefs, and collaboration with relevant ministries.

Participate and representing the organization in regional, national and local meetings internally and externally as appropriate.

Participate in the global WASH community of practice

Ensure multi-sectoral integration, alignment to safeguarding of program activities and faith & development integration.

Management & Leadership

Lead and provide WASH country program reports as of standard procedure with quality, completion and timeliness.

Oversee budget expenditure and accountability in NO level and overall of WASH program level.

Provide monthly program report and or monthly coordination meeting with internal and partnership (regional, SO and global) teams.

Oversee technical WASH implementation in approximately 13-15 area programs and 5-8 projects across Indonesia.

Build and maintain positive spirit of working in WASH team with other staff in respective unit and department. 

Provide line management for NO WASH program team (9-12 members), including performance management, coaching and capacity building.

Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.

Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.

Manage all risks related to WASH program team code of conduct according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
