POSITION OVERVIEW\n
A mission-driven Warfare Electromagnetic Operations (EMO) specialist supporting the development and management of EMO and Electronic Warfare (EW) capabilities across the full DOTMLPFI spectrum. Skilled in eliciting, analyzing, and managing capability requirements and specifications at all levels-from strategic to tactical-while supporting ACT programme directors, project coordinators, and multi-domain stakeholders. Experienced in contributing to the doctrinal corpus, including policies, directives, concepts of operations, and alternative courses of action. Provides synchronization and coordination across capability lifecycles, collaborates with NATO agencies, national and international partners, and academia, and actively supports workshops, seminars, and conferences. Proficient in administering EMO\/EW programme data and sharing updates across NATO's warfare development platforms, while capturing lessons learned and best practices to enhance organizational knowledge and capability outcomes.\n
JOB RESPONSIBILITIES:\n\nSupport the ACT JISR-JE Branch Head, JE Capability Programme Director and Project Coordinators in their programme management efforts, including the interaction with Joint & Multi-Domain Effects stakeholders at all levels, from strategic to tactical. \nSupport the elicitation, capture, development, analysis, evaluation and traceability of capability requirements. \nSupport the elicitation, capture, development, analysis, evaluation and traceability of higher and lower-level requirements (such as capability targets, operational requirements, system specifications, interoperability requirements, etc.) across all aspects of DOTMLPFI. \nSupport the ACT JE Capability Programme Director and the EMO\/EW Project Coordinator in their programme management efforts, including the interaction with EMO\/EW stakeholders at all levels, from strategic to tactical. \nSupport the development, analysis and review of EMO\/EW related doctrinal corpus (e.g. policies, doctrines, directives concepts of operation\/employment, courses of action and alternatives). \nCoordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating capability development, across the capabilities lifecycles. \nOrganise and participate to workshops, seminars, conferences and meetings in support of the activities above \nCollaborate with national and international military and civilian organizations, including centres of excellence and academia, in support of the activities above. \nAdministration of EMO\/EW capabilities development programmes status information in the electronic environment supporting ACT warfare development information sharing and coordination. \nSupport the interaction with NATO Agencies in context of the EMO\/EW capabilities development programmes and validation of capabilities. \nIdentify lessons and Best Practices and contribute to their learning within the organization.\nSupport the ACT JE Capability Programme Director and the EMO\/EW Project Coordinator and travel to meetings and conferences both within and outside NATO's boundaries for up to 40 days per year. \nPerform additional tasks as required by JISR-JE Branch Head, JE Capability Programme Director and the COTR related to programme management efforts.\n\n

Required Qualifications:\n\nMaster's degree or similar national academic or Military College qualification in engineering, information systems, computer science, project management, business administration or related disciplines. Can be substituted with Bachelor's degree and 5 years of experience in relevant field. \nDemonstrate 3 years' experience in the last 10 in briefing senior leaders\/decision makers. \nDemonstrate 5 years operational knowledge of EMO\/EW at Tactical or Joint level (e.g. Joint Interface Control Officer- JICO and Multi-interface tactical data link experience; Navigation Warfare-NAVWAR, Precision Navigation and Timing-PNT, and Battlespace Spectrum Management-BSM) within the last 12 years either as a military officer or as a civilian. \nDemonstrable knowledge of project management principles; with or without certificate in Program and Project Management (e.g. MSP and PRINCE2) and demonstrated success in applying them to deliver capabilities within a complex and dynamic programme environment, with a focus on military capability development. \nDemonstrable experience working in a multinational organization (e.g. European Defence Agency) or NATO Command Structure (NCS) \/ NATO Force Structure (NFS) and familiarity with NATO agencies' role in system development.\n\n
