**Job Description**
The Work Authorization Form (WAF) Coordination Manager is a key leadership position for the Lead Maintenance Activity (LMA) supporting the US Navy's Fleet Logistics Center (FLC) in Singapore. This role is responsible for overseeing and managing the WAF process for all maintenance, repair, and modernization activities on US Navy vessels during their maintenance availabilities in the Indo-Pacific region.
The WAF Manager will act as the primary liaison between the vessel's crew ("Ship's Force"), the maintenance provider ("Repair Activity"), and subcontractors to ensure strict compliance with the Joint Fleet Maintenance Manual (JFMM) and NAVSEA Standard Items. The successful candidate will ensure all work is properly authorized, controlled, and executed in accordance with rigorous US Navy safety and quality standards.
Key responsibilities
+ WAF Process Management: Oversee the entire WAF lifecycle, including receipt, verification, tracking, and approval of all WAFs and associated Technical Work Documents (TWDs). Ensure all forms are complete, accurate, and properly documented.
+ Quality and Safety Compliance: Enforce US Navy safety standards, including proper tag-out procedures, to verify all systems are properly isolated and safe for work. Conduct regular audits and surveillance to ensure strict compliance by all personnel.
+ Stakeholder Coordination: Serve as the primary point of contact and subject matter expert for the WAF and tag-out process. Facilitate clear and consistent communication between all project stakeholders, including project management, subcontractors, and Ship's Force.
+ Training and Development: Develop and conduct training for company employees and subcontractors on the latest WAF and tag-out policies and procedures. Maintain records of all personnel certifications and qualifications.
+ Reporting and Analysis: Maintain and distribute a running status log of all WAFs for assigned maintenance availabilities. Utilize electronic databases to log tag-out information and report on WAF status to project leadership.
+ Conflict Resolution: Proactively identify and resolve any WAF or tag-out conflicts, discrepancies, or procedural issues that may arise during a maintenance period.
+ Process Improvement: Identify opportunities to improve the efficiency and compliance of the WAF process. Ensure all revisions and changes are processed correctly before any work begins.
**Required Education, Experience, & Skills**
+ Experience:
+ Minimum of 6 years of experience in a quality or maintenance coordination role within a heavy manufacturing, maritime, or shipyard environment.
+ Education:
+ A Bachelor's degree in engineering, project management, or a related technical field.
+ Skills:
+ Technical Knowledge: Thorough knowledge of the US Navy Tag-out system, the JFMM (Volume IV, Chapter 10), and NAVSEA Standard Items.
+ Ability to read and interpret technical drawings and ship system diagrams.
+ Strong analytical, strategic thinking, and problem-solving abilities.
+ Excellent communication, negotiation, and interpersonal skills.
+ Security: Ability to obtain and maintain a US government security clearance.
**Pay Information**
Full-Time Salary Range: $99410 - $168997

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
