Department OverviewTDS US Enterprise & Operational Risk Management is responsible for building organizational capability to manage operational and enterprise risk on an integrated and comprehensive basis across the TD Securities footprint in the United States and for promoting a strong risk culture across the region.
TDBG applies a Three Lines of Defense model to risk management as defined in the Enterprise Risk Framework. As part of the second line of defense, the team ensures the appropriate adoption of (or applicable components of) the TD risk management framework across the TD Securities US footprint.
TDS US E&ORM is part of the TD Securities & Treasury Operational Risk Management team and collaborates with a broad network of business and risk management practitioners and other corporate functions globally, including the TDGUS Operational and Enterprise Risk Management function and the Europe and Asia-Pacific Operational and Enterprise Risk Management function.
Job DescriptionThe team's objective is to help business partners proactively identify and assess risk inherent to their processes, assess their controls, and help mitigate the risk of potential business disruptions as well as revenue and reputational loss resulting from inadequate or failed internal processes / systems, human activities, or external events.
This opportunity requires you to independently guide and challenge the business’ implementation of and ongoing compliance with, the TD Bank Operational Risk Management Framework and the TD Group US Operational Risk Management Framework in TD Securities wholesale operations in the US, in line with Group and regulatory requirements. The successful candidate will be a strong communicator, with both written and visual presentation skills, and with a demonstrated ability to work across the organization on high-profile regulatory deliverables.
This position will appeal to a motivated individual who is comfortable working in an evolving environment, has excellent relationship management, analytical and communication skills, is prepared to identify and take on new challenges, can deliver a high level of quality, and can work well with the broader team, within Risk and outside of Risk, and across different jurisdictions. The successful candidate will gain a wide perspective of TDS and exposure to several risk, business, and corporate function groups.
Role-specific ResponsibilitiesSupport the implementation of Operational Risk frameworks, policies, standards, and procedures in coordination with the TD Bank Group and TD Group US Holdings risk programs.
Provide thought leadership in relation to Operational Risk Management and governance, including:
Analysis of information and risk data across programs and operational risk types to identify, assess, and report on the current and forward-looking risk profile.
Development and coordination of operational risk reporting to management- and Board-level committees.
Identification and implementation of development opportunities to enhance operational risk reporting in line with Group requirements and regional demands.
Leading the completion, maintenance and updating of operational risk program information and documentation to meet both internal (e.g., Internal Audit) and regulatory requirements.
Lead the effective challenge of a broad spectrum of Operational Risk Management programs and activities in the region, including risk and control self-assessments (RCSAs), key indicators (KIs), risk appetite measures, operational risk events and change risk assessments (CRAs).
Analyze information and risk data across programs and sub-risk types to identify, assess, and report on the current and forward-looking operational risk profile.
Coordinate the setting of operational risk appetite for TDS US entities and develop quarterly monitoring against agreed measures, capture in Risk Management Committee and Board reporting, and escalation as appropriate.
Manage from an operational risk perspective any interactions with internal stakeholders such as Internal Audit, industry stakeholders such as financial trading platforms, and financial regulators such as the OCC and FRB.
Lead operational risk programs such as scenario analysis from a TDS US perspective.
Maintain awareness of emerging issues, trends and the evolving regulatory requirement and assess the potential impact to TDS.
Support the TDS US ORM team and TDS US Chief Risk Officer as required for ORM and broader risk initiatives.
Skills & RequirementsUndergraduate degree or technical certificate with relevant experience in the management operational risk.
Demonstrates a deep understanding of operational risk management and an ability to apply a strategic lens to operational risk management across multiple entities.
Brings strong knowledge of the banking and capital markets landscape and can support complex regulation-driven projects that apply the Risk Management mandate.
Skilled at breaking operational risk management concepts down to educate and evolve the understanding of risk management across the organization.
An excellent communicator adept at relationship management and engaging multiple stakeholders across multiple jurisdictions.
Has an exceptional ability to write and verbalize risk narrative for different audiences at a functional and regional level including translating project requirements into actionable deliverables.
Strong business office skills - Microsoft PowerPoint, Excel, Word, Visio, Power Platform
Strong organizational skills with excellent attention to detail - ability to manage several deliverables across the spectrum of banking and capital markets and support existing BAU practices.
Risk Management ResponsibilitiesResponsible for identifying and reporting operational risk events in accordance with policy.
Responsible, along with all colleagues, to contribute in a positive way to TD's reputation and the management of reputational risk. The VP Risk TDS responsibility is to bring transparency to the market risks in TDS. This is achieved via taking a leadership role in the accurate, objective assessment of all key market risks in all trading portfolios in TDS through the identification, understanding and control of these risks.
Depth & Scope:
Serves as a point-person and provides oversight in regards to market risk control for trading desks in the Region
Assists in the identification of all key market risks and determine appropriate risk metrics to assess these risks
Maintains thorough understanding of all key risk and risk-related issues through continual review of risk reports/related data and dialogue with relevant parties
Establishes dialogue with TDS trading desks in regards to current positions, key risks, views and strategies
Assists in the establishment of formal market risk policies and procedures and ensure ongoing suitability to business evolution
Assists with local market risk regulatory issues
Develops a thorough understanding of business strategies and key factors contributing to profitability
Be involved in P&L attribution and periodic performance analysis with commentary linking the desks performance to specific trading strategies, positions, market conditions and underlying risks
Facilitates the design of appropriate stress tests and scenarios that will highlight key market risks, in specific business lines and in the firm as a whole, under stress situations and provide ongoing commentary on stress results
Provides periodic analysis and commentary of key market risks for senior management review
Keeps abreast of new risk management techniques and industry literature
Demonstrates governance, control and risk management behaviors in alignment with TD policies and practices
Ensures that execution of the Market Risk Control function is line with documented procedures specific to this role or business
Education & Experience:
4 year degree in quantitative or financial field or equivalent experience
