**Job Summary**
The Vice President Pharmacy Health Plan (HP) oversees planning, directing, and coordinating pharmacy operations at Baylor Scott & White Health (BSWH). This includes selecting and managing the outsourced Pharmacy Benefit Manager (PBM). They also handle the purchase, storage, compounding, packaging, and dispensing of drugs and therapeutics for BSWH Health Plan pharmacy.
Plans and directs pharmacy services programs and activities. This may include service efficiencies, process standardization, drug formulary, and drug utilization. It also involves vendor selection, productivity, performance standards, patient safety, regulatory compliance, and continuing education. Establishes and monitors pharmacy processes for compounding, packaging, and dispensing drugs. Ensures proper maintenance of inventories, drug diversion policies, and quality control processes.
Develops and establishes policies and procedures for the pharmacy function. Monitors policy implementation, communication, and compliance. Develops and implements a system-wide approach to managing and evaluating the BSWH pharmacy function and services. Advises BSWH leadership, medical staff, departments, and operations on BSWH pharmacy operations. Ensures alignment with overall BSWH business priorities.
Identifies and implements best practice programs and processes. Ensures compliance with all regulatory areas and legal requirements impacting pharmacy services. Directs the pharmacy services function and reinforces patient service delivery. Educates and develops pharmacy staff. Monitors pharmacy work environments for BSWH. Partners closely with medical, clinical, and senior leadership. Develops growth strategies, achieves targets, and improves outcomes.
An entity Vice President (VP) develops strategy and business plans for business units. A business unit may include smaller entity vice presidents, like small hospitals or clinics. The VP drives strategy execution, identifies resourcing needs, and provides guidance for tactical judgments. They focus on current-year operations and help establish multiyear strategies and business plans. Mistakes at this level can have a long-term negative effect on the organization. The VP runs and directs a single business unit or region. They typically direct many levels of subordinate directors or managers with varied skills. The VP has managerial accountability for staffing and budgets for a large span of control, with at least two managers or directors. They exercise wide latitude in setting targets and approaches to critical assignments. The VP is accountable for executing part of the business strategy.
**Essential Functions of the Role**
+ Oversees the pharmacy service delivery of the health plan for BSWH.
+ Drives the development and implementation of a strategic plan for pharmacy operations. This includes an integrated pharmacy and medical management model. It will reshape the care delivery system and improve members' health.
+ Ensures compliance with all applicable laws and regulatory requirements, including implementation of medication safety and compliance programs.
+ Delivers and exceeds profitable growth priorities for the Pharmacy Business, including revenue, expense management, rebates, and total net earnings.
+ Oversees the Pharmacy Benefit Manager (PBM) relationship, ensuring market competitiveness, long-term value for customers and clinical pharmacy program innovation.
+ Develops and maintains cost effective pharmacy programs utilizing formulary management to increase medication compliance and ensure appropriate member care.
+ Drives the assessment of current pharmacy benefits with internal departments. Identifies and implements industry best practices to optimize performance.
+ Ensures the integration of the pharmacy line of business in the Health Plan’s care models and member engagement strategies.
+ Develops a consistent approach to supplementary sales and retention of pharmacy benefits customers, working collaboratively with Health Plan business partners.
+ Integrates the clinical, administrative, and business policies of the pharmacy department. This helps patient-centered care through partnerships with internal departments.
**Key Success Factors**
+ Bachelor’s degree in pharmacy, business, or relevant degree. Master’s degree or Doctor of Pharmacy preferred.
+ 5+ years of experience in pharmacy, or relevant area. 10+ years preferred.
+ 5+ years in an executive leadership role very highly preferred.
+ Licensed pharmacist preferred.
+ Proven knowledge of managed care and pharmacy benefit management. This includes prescription drugs, benefits design, utilization review, formulary management, and cost containment strategies.
+ Knowledge of laws and regulatory requirements of health insurance industry and pharmacy benefit management.
+ Experience partnering across large, multi-hospital healthcare organizations.
+ Excellent verbal, written, and presentation skills.
+ Exceptional business and financial acumen.
+ Ability to translate strategic goals into implementation plans and mobilize teams.
