Job Description:
Parsons is looking for an amazingly talented VP BD - MDA to join our team! In this role you will report to the Space Systems Growth SVP and will lead business development of major new business pursuits within Parsons Space Systems sector to exceed growth metrics primarily in our Systems Engineering and Services market, and/or other markets as assigned. You will drive strategy, customer engagement, teaming selection, staffing resource input, past performance, and relevant solutions for new/re-compete opportunities. Specific market focus for this position is centered around customers in the Huntsville, AL area to include but are not limited to the Missile Defense Agency, U.S. Army Space and Missile Defense Command, and other Program Executive Offices within Redstone Arsenal such as PEO Missiles and Space and PEO Aviation.
Typical responsibilities include contributing to the development and prosecution of a business development pipeline that delivers $500M in annual revenue awards, establishing, and leading capture teams, submitting winning proposals and managing related budget expenditures. This position requires regular interface with upper-level management and client personnel. The Business Development Executive works in collaboration with Capture, Solutions Architects, Proposal Management, and Senior Leadership in the identification, qualification, pursuit & shaping, proposal development, winning and follow-through of new business opportunities. Additionally, you will support the preparation of and response to customer requests including Evaluation Notices, Final Proposal Requests, contract negotiations, Best and Final Offers, and other proposal clarifications.
You will be responsible for identifying and developing new business opportunities and leading the definition of technical solutions and high value disruptive offerings in responses to customer solicitations for new business. Travel is required when necessary to meet with and cultivate new customers and to collaborate with operational staff at relevant locations including Huntsville, AL and the Washington DC metro area.
The ideal location for this this job is in our Huntsville, AL offices but for the right candidate a remote option is possible.
What You'll Be Doing:
Assist in the development and execution of the Space Systems Sector strategy with tight linkage to investments and pipeline to achieve business level growth objectives.
Identify and pursue business opportunities to support a pipeline in excess of 3X AOP growth target to deliver 1.0 Book-to-Bill every year in primarily the SE&I and Engineering Services Market.
Lead customer engagement strategy for key customers within the Space Systems Sector to ensure relationships exist across all major efforts in the pipeline.
Accountability for win rate and driving pursuit within your portfolio
Continuously engage customers, positioning Parsons capabilities, and owning win strategy for pursuits.
Keeps abreast of overall business trends, particularly the current business climate to include changes in customer policies and priorities.
Work collaboratively across the federal division to identify existing capabilities that can support new market development efforts. Develop professional relationships with members of legacy activities and help the staff transition existing capabilities to new capabilities.
Identifies potential clients within area of specialty and develops sales strategy. Understands and responds to potential clients’ needs and objectives.

What Required Skills You'll Bring:
4-year degree in Engineering, Science or Business (or equivalent) and least 15+ years of diversified experience, primarily within the business development realm of a large, multinational company, is required.
15+ years’ proven experience growing SE&I/SETA services across DoD and IC customers
Top-Secret clearance required
Proven track record of successful captures at $100M+ level
A thorough understanding of proposal pricing, contract terminology, negotiations with Industry partners to quickly drive Teaming Agreements/sub-contracting
Must be willing and able to travel, as required, 10-20%.
Keen understanding of the Customer, the Opportunity, the Competition, our Value Proposition, and Resources.
Excellent verbal and written communication, including negotiation skills to communicate capture status and recommendations across internal senior management, customers, and major subcontractors

SKILLS/COMPETENCIES:
A thorough understanding of the Missile Defense Agency organization, culture, and operational SE&I requirements.
Possess a thorough knowledge of proposal pricing, contract terminology, negotiations with potential clients, and the Company’s policies ad business objectives.
Understand the DoD, MDA and related Intelligence Community policies, and doctrine implementation. The candidate
