Utility Regulatory Analyst
**Work Place Flexibility:** Hybrid **Legal Entity:** Entergy Services, LLC **** This position will require on-site presence 2-3 days per week. The preferred locations for this position are Little Rock, AR or New Orleans, LA. Other locations are not approved. Candidates who cannot meet this requirement will not be considered. Relocation and sponsorship costs are also not approved for this position. **** **The official title of this position will be Rate Analyst, Sr Staff.** **Job Summary** Primary responsibilities of this position include preparing tariffs, defining applicability and calculation methodology for tariffs, preparing, analyzing, and compiling accurate and timely per book revenue data, and representing Operating Companies as an expert witness in tariff related proceedings. Additional responsibilities include interpreting tariff application to all work groups, providing support to maintain billing integrity of the billing systems and support for regulatory proceedings in all operating companies. **Job Duties and Responsibilities** + Support the Manager of Rate Administration to ensure Operating Companies and corporate needs and objectives are met to support regulatory filings and perform analysis as requested. + Provide expertise to support regulatory proceedings including leadership for aspects of a rate case or other regulatory filing such as tariff development, preparing calculation methodologies for all applicable scenarios, and ensuring the integrity of tariff implementation in billing systems. + Provide timely and accurate rate interpretation to all users of Rate Administration tariffs for business-critical tasks such as economic development contract modeling proposals, special contract support, billing methods for mass and complex large power applications, and service applicability. + Ability to communicate how all billing scenarios for each operating company should work + Review and provide expertise to support customer facing groups developing Electric Service Agreements, Rider Agreements and related Amendments for all operating companies. + Prepare, analyze and provide support to regulatory filing teams by compiling accurate and timely per book revenue data classed as required for each filing requirement. + Ability to represent Operating Companies as an expert witness in tariff filings. This includes service applicability, rate application, revenue booking and other rate interpretation issues in regulatory proceedings. + Provide support of witnesses in rate case proceedings by completing and/or coordinating the completion of written testimony, minimum filing requirement schedules, exhibits and/or workpapers. + Draft new rate schedules to support specific operating company requirements and provide testimony support in the filling dockets. + Prepare responses to data requests and other discovery requirements. + Maintain and update monthly the numerous specialty rate calculation and rate comparison programs for each jurisdiction to incorporate new rate/riders prices or structures. + Maintain current and historical quarterly bill comparison calculation modules and graphical displays for all jurisdictions. + Maintain and update monthly sample residential bills for each jurisdiction on Rate Administration’s internal and external web site. + Prepare customer commercial and industrial bill projections, bill surveys, and various typical bill scenarios. + Provide complex modeling support for rate design development, cost shifting analysis for regulatory filings, comparative rate analysis for complex service scenarios, and to customer facing departments such as Customer Service, Managed Accounts, EBC, and Economic Development. + Assist Manager in developing expertise within the Rate Administration team including cross-training staff in rate case, rate application, revenue or other regulatory processes. + Complete other ad hoc analysis as needed. **MINIMUM REQUIREMENTS:** **Minimum education required of the position** + Bachelor's degree in Math, Economics, Accounting, Finance or related field.
