Job Description

Job Summary
The Utility Operator is a hybrid role with Emulsions. The primary responsibility is for the safe, efficient, and reliable operation of all utilities at our Process Safety Management (PSM) Chemical Production facility. This role requires independent execution of sampling protocols, quality testing, equipment monitoring, chemical dosing, and troubleshooting while maintaining compliance with all safety and environmental regulations. The position includes training responsibilities for backup operators and continuous improvement of utility operations programs.


Key Characteristics:
1. TECHNICAL EXPERTISE WITH TEACHING ABILITY

Must possess deep operational knowledge of utility systems, sampling protocols, and troubleshooting procedures while having the ability to effectively transfer that knowledge to others. This role requires someone who can not only perform independently but also break down complex processes into understandable training modules and hands-on exercises for backup operators.

2. SELF-DIRECTED PROBLEM SOLVER

Requires strong independent judgment and initiative to identify, diagnose, and resolve routine operational issues without constant supervision. The ideal candidate can work autonomously within established parameters, recognize out-of-spec conditions, make sound decisions quickly, and manage their time effectively across operations, training, and program development responsibilities.

3. CONTINUOUS IMPROVEMENT MINDSET

Must be forward-thinking with a drive to evolve the utility operations program from its current state to mirror best-in-class facilities. This includes proactively identifying gaps, developing new operational rhythms, digitizing processes, and dedicating time to program enhancement rather than simply maintaining the status quo. The role demands someone who sees beyond daily tasks to build sustainable, scalable systems.

4. CROSS FUNCTIONAL

Must be able to operate cross functionally. The role requires the ability to work successfully/ coordinate with maintenance, operations, logistics, and third party vendors routinely.

5. VALUE ADD MINDSET

Utility management is not a full time position. When utility operations are nominal/ not requiring intervention, it’s important to remain busy and support other groups. This is typically by supporting production, primarily in the production/ packaging of chemical products.


Duties & Responsibilities
Operations & Monitoring:

Independently collect utility samples from all designated sampling pointsPerform basic quality tests and document results before shift departureMonitor and maintain all units within normal operating ranges, including the adjustment of chemical feed ratesUnderstand and control key process parameters within established control limitsIdentify and respond appropriately to out-of-spec conditionsHandle routine operational problems independently through established troubleshooting proceduresMaintain accurate logs and documentation in SAP system

Training & Development:

Train and develop backup operators to achieve independent operation capabilityGuide trainees through each unit's normal operating ranges and critical parametersCreate and conduct hands-on exercises for identifying and responding to abnormal conditionsFacilitate operator creation of personal reference guides for common issues and solutionsAssess operator readiness through practical demonstrationsReview historical problems and notifications, practicing troubleshooting scenarios with traineesCoordinate introductions between operators and key equipment vendors during maintenance visits

Program Development & Continuous Improvement:

Advance utility operations program to mirror best practices of mature facilitiesDevelop operational rhythms that effectively share responsibilities with general operationsAssess program gaps and recommend improvementsAllocate dedicated time weekly to program development initiatives, supported by commercial teamDigitize all Preventive Maintenance (PM) procedures into SAP systemSupport standard operations activities as workload permitsParticipate in continuous improvement initiatives

Equipment & Vendor Management:

Build and maintain relationships with key equipment vendorsCoordinate with vendors during scheduled maintenance visitsUtilize SAP for vendor requests, work orders, and maintenance trackingMaintain equipment vendor contact list and service history

Safety & Compliance:

Ensure all activities comply with PSM requirements and facility safety protocolsParticipate in safety meetings, audits, and incident investigationsMaintain required safety certifications and trainingReport all safety concerns, near-misses, and incidents immediately

Production and Logistics Support:

Monitor recording instruments, flow meters, panel lights, and other indicators, and listen for warning signals, to verify conformity of process conditionsControl or operate chemical processes or systems of machines, using panel boards, control boards, or automatic equipment. Record operating data such as process conditions and instrument readingsOperate powered industrial truck equipment to move materialsLabel/ package chemicals as needed


Utilities include and are not limited to:

Steam/ condensate systemsCooling/ chilled water systemsHot oil systemsDI/ RO Water systemsCity water systemsTempered waterBulk storage temperature control systemsThermal oxidizer systemsPlant air/ nitrogen systems

The secondary responsibility is to support site operations in areas of production and at times logistics.
These responsibilities include but are not limited to:

Material handlingChemical packagingChemical productionSystem/ line clearing

Qualifications

Education & Experience
Required:

High School Diploma or GED required


Recommended Experience Requirements:

Minimum of 3 years experience working in utility operations or chemical processingExperience in PSM-covered facilities strongly preferredDemonstrated experience training and mentoring other operatorsSAP or similar ERP system experience preferredBoiler Operator License preferredTechnical degree or certification in Process Operations, Industrial Maintenance, or related field preferred
