Program Summary

KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options, reflecting our commitment to excellence and operational support.

Job Summary

The Utilities Mechanical AMP Manager oversees mechanical utility systems across the base, including water, wastewater, stormwater, and fuel infrastructure. This role supports the Asset Management Program (AMP) by managing BUILDER inventory assessments, project development, and portfolio planning while ensuring full compliance with contract performance requirements. The position provides direct support to mission-critical infrastructure, allowing the Civil Engineering team to make informed decisions about maintenance, investment, and risk mitigation. Roles and Responsibilities

Manage and oversee Sub-AMPs related to water, wastewater/stormwater, and fuel utility systems.Conduct BUILDER inventory and facility condition assessments; enter data into BUILDER/BRED and generate system reports.Coordinate project scopes, perform site surveys, and prepare technical estimates for WRWG and WRRB meetings.Develop mechanical utility project opportunities and support AMP portfolio and Integrated Project List (IPL) planning.Participate in design meetings and Statement Of Work (SOW) development; provide reviews for designs, submittals, and red-line/as-built drawings.Support pre-final and final inspections for construction projects and assist in project close-out documentation.Collaborate with AFCEC and base CE on inspections, certifications, and surveys including PCI, PMP, and DMP.Lead the base-wide Cross-Connection and Backflow Prevention Program, ensuring updates every 5 years.Represent the AMP section in Sub-AMP and AMP Working Groups, providing technical input and portfolio updates.Maintain ongoing communication with internal stakeholders to ensure project alignment and operational continuity.

Basic Qualifications

Bachelor’s degree in Mechanical Engineering or a related disciplineMinimum of 5 years of experience in utility systems or facilities engineeringReading, Writing, Speaking English level 3Valid Class B driver’s licenseExperience using infrastructure assessment tools or asset management systems (e.g., BUILDER)

Preferred Qualifications

Experience working on U.S. military installations or with U.S. government contractorsFamiliarity with Civil Engineering operations and facility portfolio planningExperience with AFCEC taskers, surveys, and reportingAbility to interpret technical drawings, plans, and specifications
