Job Summary
The Real Property Supervisor serves as the senior authority and primary point of contact for all real property operations at Incirlik Air Base and all assigned Geographically Separated Units (GSUs), providing strategic direction, technical expertise, and direct oversight of asset accountability, compliance, and reporting. This leadership role manages and mentors Real Property Specialists, ensuring day-to-day operations are aligned with Air Force Instructions (AFIs), Department of Defense Instructions (DoDIs), and contractual requirements under the UABOS program. The position oversees property record accuracy in the Air Force Real Property Management System (AFRPIMS), coordinates lifecycle planning, and ensures mission readiness through effective stewardship of Air Force assets. The incumbent represents the Real Property program at high-level meetings, briefings, and inspections, working closely with the Real Property Manager, Chief of Installation Management, and installation leadership to support installation-wide real property asset management and strategic decision-making.
Roles and Responsibilities
Lead and supervise Real Property Specialists in maintaining the accuracy of the Real Property Inventory (RPI) in accordance with AFI’s, and other applicable directives.Review and validate all real property records, deeds, licenses, easements, and facility data to ensure compliance with AFI’s.Direct and approve property record updates in the ACES/NextGEN IT Program and other authorized databases.Oversee data collection, facility inspections, and condition assessments to support real property forecasting, lifecycle planning, and strategic investment decisions.Inspect newly constructed and renovated facilities to ensure accurate valuation and accountability updates.Perform and oversee periodic physical inventories, annual facility boundary inspections, and reconciliations with installation agencies, tenants, and MAJCOM/AFCEC.Manage and track temporary use authorizations, property disposals, acquisitions, and off-base lease arrangements, including market surveys and required documentation.Coordinate with the Turkish Air Force and other stakeholders on new facility acquisitions, modifications, and disposals.Lead audit readiness activities, ensuring accurate, complete, and timely records for internal, MAJCOM, and Air Force Headquarters reporting.Provide expert advisory support to leadership on real property policy, compliance issues, and operational risks.Train, mentor, and evaluate team members, promoting a culture of accountability, technical excellence, and customer service.Represent the Real Property program at high-level meetings, briefings, and inspections, serving as the primary point of contact for real property matters.Utilize advanced computer skills (Microsoft Office Suite, ACES / NextGEN IT Program, and other tools) to develop professional reports, presentations, and project documentation.Daily use of organizational and multitasking abilities with a focus on detail, accuracy and quality of workDaily use and application of AFIs, DoDIs, and contractual requirements.Conduct site visits and field observationsBasic Qualifications
High school diploma or equivalentReading, Writing, Speaking and Comprehending English Level 3Minimum 3 years’ experience in property management, records administration, or facilities oversight, or executive/senior level installation management administrative role.Have a minimum “B” class driver’s licensePreferred Qualifications
Associate’s degree in business, management, or related field preferredExperience with U.S. Air Force’s ACES/NexGen IT ProgramMinimum 3 years’ experience in building inventories and surveysProven experience as a Real Property SpecialistFamiliarity with host nation and USAF regulations and U.S. Government contract practices and standardsSafety related experience (OSHA and or Turkish Safety Laws)All positions require the applicant to obtain and pass a medical physical that is certified by a doctor.
