Program Summary
KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. Our services ensure smooth operations, allowing Air Force and government personnel to focus on their missions. We provide program management, civil engineering, morale, welfare, and recreation support, among other essential services. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options, reflecting our commitment to excellence and operational support.
Job Summary
The Chief of Programming is responsible for providing comprehensive planning and programming for new facility construction, repair, and maintenance projects in accordance with the client’s priorities and available funding. This role involves managing and updating the NexGen IT software (Tririga) or any successor IT system.
Roles and Responsibilities
Plan and program new facility construction, repair, and maintenance projects in accordance with the client’s priorities and available funding.Manage project development, planning, and programming processes IAW applicable guidance.Compile all known project requirements and submit for appropriate funding programs.Oversee approval process for projects in the local project approval delegation letters.Oversee the development and approval of siting and waiver requirements.Oversee and manage the annual updates of Airspace and Airfield Waiver Packages.Maintain and update relevant information, conduct briefings, and draft meeting minutes for working groups and board meetings.Receive and track all work orders that are approved for engineering projects.Develop and manage project funding programs and ensure data and documents are prepared for data calls.Develop and manage the NATO program IAW applicable directives and regulations.Plan and program infrastructure studies IAW all applicable AFIs and MAJCOM guidance.Prepare the appropriate approval documents for projects or opportunities approved for funding in the AFCAMP.Prepare all documents and upload to the appropriate system for MILCON, UMMC, dFSRM and other projects.Manage and update the NexGen IT software (Tririga) or any successor IT system or platform.Lead and manage the programming team, providing guidance and training.Assess and evaluate operations and systems within the team, proposing recommendations and solutions for improvement.Prepare and manage budgets and resources for engineering projects.Conduct performance evaluations and provide feedback to programming team members.Ensure the programming team’s performance aligns with the company’s objectives.Basic Qualifications
Turkish CitizenSpeaking, reading, and writing English level 3.Shall have eight years’ experience in programming and planning for major real property facilities.Shall possess a Bachelor’s degree.Shall have DoD installation-level working experience.Preferred Qualifications
Additional certifications in planning and programmingExperience in a planning and programming leadership role Proven track record of successfully programming large-scale engineering projectsAll positions require the applicant to obtain and pass a medical physical that is certified by a doctor.
All positions require a current and favorable Turkish Security background check.
