Turnaround Work Pack Engineer (Mechanical) – Oil & Gas
Job Requirements

Key Responsibilities: 

 

Work Request Evaluation & Scoping

Screen and review mechanical TAR notifications and work orders.

Validate and clarify job scope with operations, maintenance, and requestors.

Conduct field/site surveys to verify asset conditions, access, constraints, and isolation requirements.

Identify and eliminate obsolete or duplicate scope.

Support scope finalization, late scope management, and change control processes.

 

Work Pack Development

Develop comprehensive mechanical execution packs in alignment with TAR readiness gates and client procedures.

Work packs must include:

Job Method Statements (step-by-step)

Material take-off (MTO) and tools list

Drawings (P&IDs, Isometrics, PEFS, vendor prints)

Equipment isolation plans (mechanical, electrical, process)

QA/QC Hold and Witness Points

Cleaning, inspection, and testing requirements

NDT scope, hydrotesting and reinstatement plan

Safety, rigging, scaffolding, and lifting plans

Ensure compliance with client’s Work Pack Preparation Procedures.Update SAP/CMMS with relevant details (tasks, resources, durations, equipment codes).If identified react to change in scope, inform necessary parties and complete the necessary change management documentation.

 

Materials and Spare Parts Planning

Identify required spare parts and consumables using OEM manuals and SAP BOM.

Validate material specifications and confirm ROS (Required on Site) dates.

Liaise with Supply Chain Management (SCM) to ensure timely procurement and delivery.

Track availability of gaskets, stud bolts, blinds, internal trays, tube bundles, and internals for columns/vessels.

 

HSE & Risk Assessment

Conduct Job Safety Analysis (JSA) and integrate HAZOP/HAZID learnings.

Identify potential hazards (confined spaces, hot work, line breaks).

Prepare supporting documentation: PTW, isolation certificates, risk mitigation plans.

Ensure compliance with TAR HSE plans and standards.

 

Coordination of Resources and Vendors

Determine manpower (craft, level, shift) and contractor engagement.

Confirm availability of:

Specialty services (e.g., chemical cleaning, retubing, reboiler repair)

NDT services

Third-party QA/QC

Special tools and temporary facilities (e.g., lighting, shelters, workstations)

Confirm vendor readiness with agreed scope, deliverables, and mobilization plans.

Support contractor onboarding and briefing sessions.

 

Schedule Integration & Execution Support

Align work packs with TAR schedule using Primavera (P6).

Identify critical path and high-risk jobs for early execution planning.

Support batching, area/system-based work packaging, and logical sequencing.

Provide field support during execution and closeout activities.

 

Quality, Data & Change Management

Document lessons learned for repetitive jobs to improve next TAR.

Provide the first point of contact for business interfaces on turnaround activities



Work Experience

Bachelor’s degree in mechanical engineering or equivalent

Minimum 10 years of experience in oil and gas (onshore/offshore), with solid exposure to plant maintenance, turnaround, and reliability engineering

Relevant Experience Required:

Demonstrated experience in preparing work packs for mechanical/static equipment in brownfield turnaround environments.

Demonstrated experience in brownfield facilities, live plant environments, and managing multi-disciplined work scopes.

Proficient in SAP-PM, MS Office, Primavera P6 and turnaround planning tools.

Conversant with SAP-PM, Primavera P6, MS Office, and industry CMMS tools.

 

Technical:

In-depth knowledge of static mechanical equipment and turnaround methodologies.

Familiar with industry standards (API, ASME Etc).

 

Planning & Execution

Solid grasp of turnaround workflow including work scoping, constructability review, job bundling, and sequencing.

Experience in developing multi-discipline execution plans (mechanical, scaffolding, rigging, insulation).

Familiar with shutdown integration, milestone tracking, and emergent work protocols.

 

Safety & Compliance:

Sound understanding of permit systems, line break procedures, and barrier management.

HSE-conscious mindset with experience in risk assessment facilitation.

 

Communication & Leadership

Strong verbal and written communication; able to write clear technical documentation.
