Job Summary
The TSS Chief Privacy Officer is a high-level executive responsible for overseeing the development, implementation, and enforcement of the State of Arkansas’ privacy policies and practices. This includes ensuring compliance with state and federal privacy regulations, managing the safeguarding of sensitive data, and promoting transparency and accountability in the state's data handling practices. The TSS Chief Privacy Officer works closely with senior leadership, legal teams, and departments across the state to mitigate privacy risks, respond to privacy concerns, and ensure that the privacy rights of individuals are respected and upheld across all state operations.
Primary Responsibilities
Develop, implement, and oversee comprehensive privacy policies, strategies, and procedures for the State of Arkansas, ensuring alignment with state and federal laws (e.g., CCPA, GDPR, HIPAA). Lead the development of a state-wide privacy framework that protects personal data and ensures its responsible use across all state departments. Monitor compliance with state and federal privacy regulations, ensuring the state government adheres to privacy obligations and meets regulatory standards. Lead risk assessments, identifying potential privacy risks in state programs, systems, and data handling practices. Implement corrective actions, policies, and training programs to mitigate privacy risks and enhance compliance. Oversee the implementation of data governance policies to ensure that personal data is managed securely, accurately, and consistently. Oversee the management of privacy incidents, including breaches, unauthorized disclosures, or data misuse, ensuring timely reporting and compliance with notification requirements.
Knowledge and Skills
Ability to set a strategic direction for privacy initiatives, balancing long-term goals with immediate operational needs. Exceptional analytical abilities, with the ability to identify privacy risks, interpret complex privacy laws, and develop practical solutions. Strong problem-solving skills, particularly in addressing privacy violations, data breaches, and operational challenges. Deep knowledge of privacy laws, regulations, and industry standards, including those applicable to state government operations. Strong understanding of data protection and governance principles, data lifecycle management, and cybersecurity practices. Excellent written and verbal communication skills, capable of presenting complex privacy-related topics in a clear and accessible manner to senior leaders, policymakers, and the public. Skilled in identifying, managing, and mitigating privacy risks, including the ability to effectively manage data breaches or privacy-related incidents.
Minimum Qualifications
Juris Doctor (J.D.) degree from an accredited law school, plus six (6) years of experience in privacy management, information governance, or data protection or related fields.
Licensure/Certifications
Must be a licensed attorney in the State of Arkansas, with a valid Arkansas bar membership. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
