Summary The position is located under the Business Office (BO} at the Eastern Oklahoma VA Health Care System (EOVA HCS}. The incumbent will report to the Mobility Manager. The incumbent works closely with staff to ensure the Beneficiary Travel, Special Mode Transpiration, Fraud Prevention, Patient Funds and Ambulance billing programs are in compliance. Responsibilities Major duties of this position include, but are not limited to: Customer care in accordance with VA policy and ICARE program. The incumbent communicates and interacts with patients and their family members in a manner which is appropriate to cognitive, emotional, and chronological maturation needs of the adult and geriatric patient.. The employee will have regular and recurring contact with personnel external to the agency for the obtainment of services, sharing of information and authorization, clarification or denial of payment. Prepare data processing report for daily batch review. Transfer Beneficiary Travel voucher daily batch to Fiscal Office. Process receipts and withdrawals for Patient Funds in Veterans Personal Finance System. Evaluate all aspects of fraud research and prevention in accordance with VA Policy. Corrects discrepancies between Veterans Personal Finance System and Financial Management System balances. Review eligibility of each Veteran before scheduling Special Mode Transportation, including review of CPRS Bene-Travel consults. Review the eligibility of each Veteran before authorizing Ambulance billing payments. Compile and submit daily clerk report summarizing all vouchers processed, phone calls and customer service interactions. Attends to all details of voucher processing to prevent the processing of fraudulent claims. Work Schedule: Full time, Monday-Friday, 8:00am-4:30pm Telework: This position is authorized for telework - situational (ad hoc) and has NOT been authorized as remote. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of directives and policies; Knowledge of Beneficiary Travel; Must have knowledge of and be able to apply extensive transportation regulations, methods and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems.; Knowledge on validation, control and maintaining accounting records for many travel accounts and make frequent dollar amount adjustments of those accounts.; Knowledge of beneficiary travel reimbursements. Knowledge of computers, software applications, databases, and automated systems. You will be rated on the following Competencies for this position: Computer Skills Interpersonal Skills Problem Solving Research Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical exertion is required. The work is primarily sedentary though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. The work requires no special physical demands, but will require some physical effort such as standing, walking, bending or sitting. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
