Job Description:

Parsons is looking for an amazingly talented Transport & Mobility Engineer – VISSIM SPECIALIST to join our team! In this role you will be a core member of the team that assesses our client’s road mobility network and uses PTV VISSIM micro-simulation to develop and test strategies, plans, and design improvements that drive better mobility and safety outcomes across the city.

You will lead the development, calibration, validation, and application of VISSIM models for key corridors, intersections, and expressway segments, and use those models to evaluate a wide range of improvement strategies including adaptive signal control, active traffic management, ramp metering, ITS applications, and enforcement and driver-behavior interventions. You will translate complex simulation results into clear, practical recommendations and agency-ready documentation that guide both internal teams and external partners.

What You’ll Be Doing:

Lead the development of VISSIM micro-simulation models at intersection, corridor, and network scales, including base model coding, network geometry, control logic, and demand inputs.Plan and execute rigorous calibration and validation of VISSIM models using observed traffic counts, travel times, queues, and other performance measures to ensure credible results.Design and test improvement scenarios in VISSIM for strategies such as adaptive signal systems, coordinated signal timing, active traffic management, ramp metering, incident management, and traveler information.Represent operational and safety issues (bottlenecks, weaving, lane changing, pedestrian interactions, public transport operations) within the simulation and assess the impact of alternative treatments.Coordinate with traffic signal, ITS, enforcement, and safety specialists to ensure control logic, detection layouts, and operating strategies are accurately reflected in the models.Translate VISSIM outputs (MOEs, visuals, animations) into clear technical findings, including comparisons of “before/after” and multi-scenario performance.Prepare concise yet robust technical reports, simulation summaries, and decision-support materials for both technical and non-technical stakeholders.Support the development of concept designs and functional requirements for operational improvements, ensuring that proposed measures are simulation-tested and aligned with agency standards and design manuals.Contribute to the development and refinement of agency documentation (guidelines, procedures, frameworks, and SOPs) that define when and how micro-simulation should be used in planning, design, and operations.Coordinate with internal departments and external entities (consultants, contractors, O&M service providers, and interfacing agencies) to align modelling assumptions, data inputs, and interpretation of results.Support workshops and engagement sessions to present simulation methods, assumptions, and outcomes, and to build consensus on preferred strategies and implementation priorities.Monitor the performance of implemented strategies and update models as needed to reflect new data, network changes, and evolving city needs.

What Required Skills You’ll Bring:

Bachelor’s degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Urban/Transport Planning, or a closely related field.Minimum 8 years of progressive experience working with or for transportation agencies on road network operations, traffic engineering, and mobility strategy assignments, with a strong emphasis on micro-simulation.Extensive hands-on experience with PTV VISSIM, including model building, calibration/validation, scenario management, and results interpretation for complex urban corridors and networks.Proven experience using VISSIM to evaluate strategies such as adaptive signal control, coordinated signal timing, active traffic management, ramp metering, and ITS-based traveler information.Strong knowledge of arterial and expressway operations, traffic signal systems, congestion management, and safety principles, and the ability to represent these accurately in simulation models.Demonstrated experience leading similar micro-simulation–driven mobility strategy and operations planning efforts for major metropolitan or national transportation agencies, with proven delivery of actionable recommendations and implemented improvements.Clear understanding of the essential components of agency documentation (standards, guidelines, procedures, SOPs) and how simulation results inform these documents for internal staff and external entities (consultants, contractors, O&M providers, and interfacing agencies).Strong analytical, problem-solving, and systems-thinking skills, with the ability to connect VISSIM findings to operational issues, technology solutions, and policy levers.Excellent written and verbal communication skills in English, including the ability to prepare concise technical documents, visualizations, and executive-level presentations based on simulation work.Ability to work effectively in multi-disciplinary, multi-cultural project teams and to manage priorities across multiple modelling workstreams in a fast-paced program environment.

What Desired Skills You’ll Bring:

Experience working with Gulf-region or large international transportation agencies on traffic management, ITS, or road safety programs.Proficiency with complementary tools such as PTV VISUM, Synchro, SIDRA, or Aimsun, and with processing large traffic and mobility datasets for use in VISSIM.Familiarity with international best practices in adaptive signal control, active traffic management, ramp metering, speed management, and enforcement technology.Experience contributing to the development or rollout of agency standards, operational manuals, or SOPs related to traffic management and ITS operations.Professional registration/certification (e.g., PE, CEng, PTOE, or equivalent) is an advantage.Communication skills in Arabic are preferred but not required.
