Training Officer, Virtual Services

Job Overview/Summary: 

The International Rescue Committee (IRC) is a leading provider of high-quality programming for newcomers resettling in the United States. Through its Switchboard program—funded by the Office of Refugee Resettlement (ORR)— the IRC delivers national training and capacity-building to refugee service providers, including resettlement agencies, state agencies, and community-based organizations. The Training Officer, Virtual Services, will support the planning and implementation of strategic virtual services initiatives led by the Deputy Director of Virtual Services. This includes transforming insights from the IRC's internal virtual planning discussions into actionable workstreams, finalizing virtual service mapping and principles, and helping define best practices for future programming. The Training Officer, Virtual Services will also contribute to the IRC’s role as national leaders in virtual service delivery—gathering promising practices, developing training tools, and providing technical assistance across the U.S. resettlement network. This role is ideal for someone with experience in capacity building, cross-sector collaboration, and virtual service delivery who thrives in a dynamic, mission-driven environment.

This is a short-term position funded until September 29, 2025, with a possibility of extension.


Major Responsibilities:

Strategic Planning & Implementation

Support the Deputy Director in translating internal planning and brainstorming efforts around virtual services at the IRC into a realistic short- and long-term implementation roadmap.Finalize and maintain a catalog of virtual services at the IRC, including active, archived, and pilot initiatives.Support the development of initial core principles and design guidelines for all new virtual service programs.Liaise with the IRC’s Program Excellence (PE) team, Switchboard and other relevant technical units to understand needs for adapting targeted programs to virtual models.

Training, Technical Assistance & Capacity Building

Assist in the design and coordination of training curricula for IRC staff on virtual service delivery.Support the development of digital literacy and access-building resources for clients.Gather promising practices and existing capacity-building resources from the field to inform training.Deliver technical assistance such as initial program design support, \"train the trainer\" for new virtual service providers, and support to resettlement service providers across the U.S. on virtual program models, challenges, and innovations.Collect feedback from states, resettlement agencies, and service providers, leveraging needs assessment activities such as focus groups, to help identify learning priorities and guide resource development.

Cross-Functional Collaboration & Research

Coordinate with the Airbel Impact Lab and other stakeholders on the development of a virtual services centralized hub.Help organize and conduct needs assessments, focus groups, or interviews to gather feedback from national partners and local implementers.Track relevant lessons learned, stakeholder feedback, and resource gaps to inform tool and content development.

Documentation & Monitoring

Maintain internal tracking of short- and long-term initiatives, including timelines and ownership.Prepare summaries, briefs, and updates for internal leadership and external stakeholders.Assist with knowledge management and organization of shared content across virtual service portfolios.Other duties as assigned.


Experience and Education:

Bachelor’s degree in public administration, international affairs, or related field required; master’s preferred.Fluent in written and spoken English.Minimum of four (4) years of experience in direct service provision with refugees and/or other ORR-eligible populations.Minimum of three (3) years of experience in project coordination, training, or program support in the humanitarian, development, or nonprofit sectors.Experience with developing and/or delivering virtual programming or developing digital learning tools.Experience providing training and/or technical assistance to build the capacity of refugee and/or newcomer service providers.Demonstrated experience supporting strategic planning or cross-team initiatives.

Knowledge, Skills and Abilities:

Working knowledge of ORR refugee and newcomer services such as Refugee Support Services (RSS).Excellent verbal and written communication skills, with fluency in English; including engaging public speaking abilities.Self-starter with ability to work both independently and collaboratively as a part of a teamCapacity to give and receive constructive feedback.Strong organizational and project management skills, with the ability to manage multiple competing deadlines and efficient time management.Knowledge and familiarity with Microsoft Office, project tracking systems, and collaborative tools such as Box, Asana, or Airtable.Strong attention to detail.

Working Environment: 

This position is fully remote. Domestic travel required up to 10%.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
