Trafficking Program Specialist

The Trafficking Program Specialist supports the Office on Trafficking in Persons (OTIP) in Washington, DC. The position provides technical support for the oversight and implementation of victim services programs serving foreign and domestic victims of human trafficking within the United States. 

 

Duties and responsibilities include, but are not limited to: 

 

Processes requests for certification from foreign national adult victims of severe forms of human trafficking, including drafting external communications about the certification process and benefits, preparing certification letters in a timely manner, coordinating with victim service providers or representatives to deliver case management assistance to victims, updating information in the adult certification database, training anti-trafficking grantees and other stakeholders on the HHS certification process, responding to inquiries via the certification verification phone line, and providing certification statistics and data analysis. 

Intakes and processes Requests for Assistance for foreign national children who may have been subjected to a severe form of trafficking in persons. 

Creates written case summaries and analysis of trafficking concerns in accordance with the Trafficking Victims Protection Act of 2000, as amended. 

Seeks consultation with law enforcement on foreign national child trafficking cases.  

Prepares Eligibility and Interim Assistance Letters, which are granted to foreign national children who have or may have been subjected to human trafficking. 

Coordinates efforts and makes referrals to the National Human Trafficking Hotline.   

Responsible for receiving and responding to inquiries submitted through the trafficking Victim Verification Line and the child trafficking line by providing technical assistance to questions related to Child Eligibility, Adult Certification, and benefits and services for foreign national victims of trafficking. 

Assist in the preparation of written materials related to trafficking certification and eligibility of victim assistance, including reports, correspondence, briefing papers, fact sheets, memoranda, policy and procedure updates, and monthly statistical reports, including the timely preparation of recurring reports on trafficking such as reports to Congress and the President’s Interagency Task Force to Monitor and Combat Trafficking in Persons. 

Attends intra-and inter-agency meetings regarding government-wide and private sector anti-trafficking initiatives. 

Responds to telephonic and electronic (email) inquiries from victim/survivors of trafficking and victim advocates and legal representatives working on behalf of victim/survivors seeking certification and eligibility letters. 

Inputs and tracks case status in an online case management system. 

Provides input to improve work processes and efficiencies including technological innovations. 

Develops and delivers trainings relevant to the Child Eligibility and Adult Certification processes at conferences and meetings. 

Other duties, as assigned. 

 

Education and Experience 

Bachelor's degree in social work or related discipline is preferred with 5 years of related experience (If Master’s, requires 3 years of experience). 

Experience working with foreign national populations desirable 

Case management experience desirable 

Child protection and child welfare experience desirable 

 

Additional Requirements 

Direct experience working with/for anti-trafficking programs preferred.  

Strong organizational and analytical skills.  

Demonstrated ability to multi-task and prioritize effectively.  

Strong written and verbal communication skills. 

Requires a Public Trust background investigation. 

This position is based in Washington, DC and will require employee to be on-site a minimum of 3 days per week. 

Spanish/English (bilingual) is a plus.
