No County Rockland Street Address 4 Executive Blvd, Suite 400 City Suffern State NY Zip Code 10901 Duties Description The Traffic Supervisor administers a comprehensive Traffic Management program within the New York Division; directs all traffic control activities, monitors daily surveillance of roadway, service area, and right-of-way; coordinates a Traffic Management System based on inter-agency regional traffic management centers; supervises the conduct of accident investigations; monitors delivery of safety training related to Traffic Safety Manual; manages inventory of Authorized Thruway Garages; ensures availability of traveler emergency services; coordinates abandoned vehicle program; conducts investigations on behalf of Legal Department; prepares the Programs budget; plans the use and expansion of Intelligent Transportation Systems resources; and performs the full range of supervisory duties. Specific duties will include, but not be limited to the following:· Directs all traffic control activities within a Thruway Division, ensures compliance with the Traffic Safety Manual and the Manual of Uniform Traffic and Control Devices· Supervises the conduct of initial investigations of accidents/incidents which cause injury or fatality to patrons or employees and/or damage to Thruway Authority property of equipment· Manages the division’s inventory of tow facilities granted or requesting approval for Authorized Thruway Garage status· Ensures availability of emergency services to travelers in accordance with the Emergency Response Plan· Coordinates a traffic management system based on the utilization of Region Traffic Management Centers developed with sister transportation agencies· Monitors and/or conducts the regular surveillance of a Division’s roadway and right-of-way to ensure optimum travel conditions· Coordinates Division abandoned vehicle program with State Police and Authorized Garages· Supervises the evaluation of all proposals to erect advertising signs, including an assessment of safety and aesthetic issues, and makes recommendations regarding compliance with Thruway Rules and Regulations· Serves as Division Duty Officer Minimum Qualifications Five years of experience in one or any combination of the following: investigating on-scene motor vehicle accidents and preparing motor vehicle accident/incident reports in a position with responsibility for either safety control or vehicular traffic; working in Incident Management with multijurisdictional agencies; and reviewing traffic control and compliance within a multi-lane divided highway. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. Additional Comments This is a CSEA position. Telecommuting availability and work hours will be discussed at time of interview.ADDITIONAL PAY INFORMATION: The salary range for this position includes all applicable annual components of pay which are: Base Pay Range from Hiring Rate $83,294 up to Job Rate $117,293. Location Pay: $3,400 for Downstate Recruitment & Retention Pay: $7,000.
