Position Description
The Michigan Department of Technology, Management and Budget (DTMB) is seeking a resource to perform a variety of technical writing and training tasks for the Michigan Department of Transportation (MDOT). These tasks include designing, writing/creating, and updating user documentation and/or help systems for custom-designed computer applications, developing and posting web content about a variety of subjects, and developing/delivering training materials and courses. MDOT has a portfolio of more than 200 custom-developed applications for which DTMB provides support and maintenance. Additionally, MDOT has an annual IT development program of approximately $3.5 million that DTMB manages and staffs. Currently, DTMB is engaged in an effort to modernize MDOT’s legacy applications. The Legacy Application Modernization Program (LAMP) is focused on moving PowerBuilder, FoxPro, ColdFusion and other in-house developed applications to a more current technology. LAMP is MDOT’s top IT priority. The goal is strategic optimization of MDOT's investment and operational infrastructure to enable business and IT agility. Every application developed by DTMB for MDOT requires some combination of user documentation, online help and/or training. As legacy applications are modernized via LAMP, each will require documentation and training. Application users may include MDOT employees, MDOT customers, and/or the general public. Some computer applications require separate manuals/online help/training for different user groups.
Skills Required
Senior technical writer writes a variety of manuals, online help, training materials, technical articles, reports, and/or brochures for a wide range of uses. May be responsible for coordinating the display of graphics and the production of the document. Technical Writer capabilities with 8 or more years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. May lead and direct the work of others. Typically reports to a manager, technical project coordinator, or head of a unit/department. A wide degree of creativity and latitude is expected. This category requires a person with directly related knowledge and experience in the areas of computer and applications related end user and support personnel training requirements. Tasks may include identifying the training needs of potential participants, preparation of training plans and schedules, developing course materials, preparation of computerized training exercises and conducting training sessions. Individuals proposed for this category must possess superior communications and interpersonal skills.

A writing sample which must be: ? Written by the resource ? A sample of user documentation ? At least five pages long. Eight years experience creating complex documents in Microsoft Word, including experience creating/using master/sub documents, templates, tables of contents, indices, cross-references; hypertext, graphics, and macro development. Eight years experience using advanced features to create graphic images in complex documents with the following programs: Microsoft PowerPoint, Visio, SnagIt, Paintbrush, etc. Eight years experience in IT technical writing creating reference, training, technical documentation, and end-user support materials. Eight years experience creating custom documentation in a client/server or web-based environment including interactions with multiple stakeholders, such as business owners, system users, administrators, analysts, programmers, and managers. Two years experience creating training curricula and materials, including outlines, flowcharts, diagrams and general reference material for advanced technical training in the use of custom-developed client/server or web-based applications. Two years experience in designing and creating on-line help systems. Two years experience in classroom training on the efficient and effective use of computer systems and applications. Possession of a bachelor's degree in any major. Ability to focus on the details of a project, ensuring that documentation is complete, formatted consistently, uses correct spelling and grammar, etc. Ability to use verbal language to communicate questions, concerns, needs, risks, issues, etc.
