Koniag Emerging Technologies (KET) is seeking a highly skilled Technical SME V to join our team in support of an Army customer. This role will focus on Test & Field Management for Specialized Mobile Communications projects. The successful candidate will provide subject matter expertise in DoD Test and Measurement (T&M) strategy, policy, and procedures. This position requires an active Top Secret security clearance with SCI eligibility and offers an opportunity to work on critical defense programs. **Essential Functions, Responsibilities & Duties may include, but are not limited to:**
The Technical SME V will be responsible for providing expert-level support in test and field management for Army programs. Principal responsibilities include:
+ Deliver subject matter expertise relating to identification, development, and implementation of DoD Test and Measurement (T&M) strategy, policy, practices, and procedures
+ Develop integrated program strategies that include test schedules, analysis development, test development, policies, practices, and procedures for Specialized Mobile Communications projects
+ Analyze program effectiveness and identify critical areas and anticipated cost/budget impacts of changes in test resources and requirements throughout all life-cycle phases
+ Provide Independent Verification and Validation (IV&V) services including analysis of integrator and software documentation plans
+ Report on integrator and software vendors' schedule/progress, budget, and other performance metrics
+ Support preparation, approval, and submission of all test-related documentation including Key Performance Parameters leading to Review Board certification and milestone approval
+ Support development and coordination of minutes with project members and maintain documentation library
+ Conduct Test and Evaluation Research development to support operational tests and evaluate test data collection and analysis
+ Coordinate and conduct test readiness reviews to provide recommendations to the COR
+ Develop, coordinate and provide test input/slides for all Milestone briefings, charts, documentation, and program updates
+ Prepare and submit monthly Integrated Program Status Reports to the COR
**Education and Experience:**
**Required:**
+ Bachelor's degree in Engineering, Computer Science, Information Technology, or related technical field
+ 10+ years of experience with DoD Test and Evaluation processes and procedures
+ Minimum 8 years of experience providing test management support to DoD programs
+ Demonstrated experience in specialized mobile communications testing
+ Experience with Independent Verification and Validation (IV&V) methodologies
**Required Skills and Competencies:**
+ Active Top Secret clearance with SCI eligibility
+ Comprehensive knowledge of DoD Test and Measurement (T&M) strategies, policies, practices, and procedures
+ Ability to develop integrated program strategies for complex technical projects
+ Expertise in test schedule development and management
+ Strong analytical capabilities to evaluate program effectiveness and identify critical areas
+ Experience with Independent Verification and Validation (IV&V) services
+ Proficiency in preparing and submitting test-related documentation
+ Knowledge of Key Performance Parameters and Critical Technical Parameters
+ Ability to support and coordinate test readiness reviews
+ Experience in conducting Test and Evaluation Research
+ Strong communication skills for developing briefings, charts, and program updates
+ Exceptional report writing skills for Integrated Program Status Reports
+ Ability to work effectively with government personnel and contractors
