We are currently seeking a Technical Manager with an active TS/SCI with Poly to join our team in the Hanover, MD area. The Technical Manager is a Key position on the contract and shall be responsible for the technical management of contract activities. The TM serves as the main point of contact for the Contracting Officer's Representative (COR) on technical topics. The TM directly contributes to program efforts in several areas, including trouble shooting of technical and programmatic issues, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. Ensures proper performance of technical tasks necessary to ensure the most efficient and effective execution of the contract. The Technical Manager shall utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
This position requires on site presence.
Responsibilities\:
Assist task managers in trouble shooting technical and programmatic issues on individual projects. Ensure project plans are achievable, complete, and timely. Work with the other program/task managers when applicable, to provide effective and efficient technical management of the contractor's effort. Evaluate staffing needs of technical tasks and make staffing recommendations to the Program Manager. Review and propose the Integrated Program Baseline (or resource loaded schedule) to the Program Manager. Review technical risk and technical risk mitigation activities and estimate resources for the same. Prepare technical content for program status reviews and other formal reviews to be presented to the Government PM. Ensure the timely recruitment and training of program staff - both direct and indirect. Review all technical reports before release to the Government. Communicate issues and solutions to the Government PM in a timely and transparent manner. Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the Program Manager. Rapidly assemble and execute focused cross-disciplinary Government/Contractor teams to address urgent or technical program/contract issues. Demonstrate excellent speaking and writing skills; effectively collaborate with other members of the Team and prioritize tasks under strict deadlines Conduct Supervisor responsibilitiesReview and approve timesheets; work with Leadership to understand and appropriately convey messages and updates regarding time charging to Team Members as needed Participate in the interview process for potential new candidates for various positions across the technical teams reporting to the TM (for example, Infrastructure, Software Developers, and Capabilities Team Members) and provide feedback to the Hiring Manager and the Talent Acquisition Team; activities may include, but are not limited to, providing input for Requisitions, reviewing resumes, conducting interviews, providing completed Interview Evaluation Forms, providing support for onboarding new Team Members, etc. Conduct Quarterly Check-Ins and Annual Performance Reviews with direct reports, as well as work with Team Members throughout the year to discuss/provide feedback, conduct frequent informal check-ins, and provide professional development opportunities; address any potential issues early as well as provide corrective and/or development planning as needed Participate and facilitate periodic sessions with Team Members and Team Leadership to ensure effective communication is occurring regarding tasking, priorities, issues/concerns, team morale, team updates, etc. Review Amentum and Customer-related communications, updates, etc. and ensure that Team Members are informed and aware of information in a timely manner *

Direct experience in managing Computer Network Operations (CNO) training is required. Must have demonstrated experience in conducting requirements analysis, resource allocation, deliverable tracking, schedule and performance monitoring, and performance reporting. Additionally, five (5) years of experience (can be concurrent with the 15 years) is required in each of the following areas\:Systems/software development Delivery of cyber training
Preferred\:
Master’s Degree in Computer Science, Software Engineering, or related field preferred. Bachelor’s Degree in Computer Science or a related field is acceptable. Sec or equivalent. Program Management Professional (PMP) certification in Project or Program Management.Attendance\:
Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements.
