Job Description:

Parsons is seeking an accomplished Technical Director to provide strategic technical leadership for a major metro program in the Kingdom of Saudi Arabia. This role is focused on design management, validation and verification (V&V), technical governance, and multidisciplinary assurance across infrastructure and systems delivered by Design-Build / EPC Contractors. You will be accountable for safeguarding alignment with Employer’s Requirements, program objectives, applicable international standards, and Saudi regulatory frameworks, while supporting delivery, constructability, integration, and operational readiness.

As Technical Director, you will guide technical decision-making, chair design and assurance forums, manage discipline leads, and serve as the senior authority for resolving complex cross-discipline issues, technical risks, and change impacts.

What You’ll Be Doing:

Lead program-wide design management and technical assurance, ensuring Contractor designs and technical submissions meet Employer’s Requirements, codes, standards, and statutory obligations.

Establish and maintain technical governance frameworks, including design review strategies, assurance gates, deviation processes, configuration/change control, and verification protocols.

Direct multidisciplinary coordination across civil, structural, geotechnical, architectural, MEP, rail systems, utilities, and interfaces to ensure cohesive, buildable, and integrated solutions.

Oversee validation and verification activities, ensuring design outputs, calculations, specifications, and system interfaces are technically sound and auditable.

Chair technical and design review boards, driving timely closure of comments, non-conformances, technical queries, and design risks.

Guide constructability and delivery alignment, working closely with construction and project controls teams to ensure designs support sequencing, access, logistics, testing, and commissioning.

Manage technical risk and opportunity, including identification of design conflicts, integration risks, safety considerations, long-lead constraints, and value engineering initiatives.

Provide technical oversight for change management, assessing scope evolution, design modifications, and contract variations for systemwide impacts.

Act as the senior technical interface with the Client, Independent Engineer (where applicable), Contractors, and authorities for complex technical matters.

Support regulatory and authority coordination, ensuring designs and technical strategies align with Saudi codes, standards, and approval processes.

Mentor and lead discipline managers and engineers, promoting consistency, technical rigor, and quality of deliverables across the program.

Prepare and present technical reports, executive briefings, and decision papers to senior stakeholders.

What Required Skills You'll Bring:

Bachelor’s Degree in Engineering from an accredited institution (Master’s degree preferred).

18+ years of relevant experience delivering major infrastructure, rail, or metro programs, including senior leadership roles in design management, PMC/PMCM, or technical governance.

Demonstrated expertise in design oversight and assurance of Contractor-led designs within Design-Build / EPC delivery environments.

Strong understanding of international engineering standards (IEC, EN, ISO, UIC or equivalents) and their application within large transportation programs.

Proven ability to manage multidisciplinary technical teams and interfaces on complex, high-value projects.

Deep knowledge of systems integration, constructability, and lifecycle considerations across infrastructure and rail systems.

Experience implementing and maintaining technical governance, configuration management, and quality management systems.

Exceptional leadership, decision-making, and stakeholder management capabilities.

Excellent written and verbal communication skills suitable for executive and regulatory engagement.

Prior Middle East / GCC program experience strongly preferred.
