Project Description:
The Kutaisi Wastewater Project aims to modernize and expand the municipal water infrastructure in Kutaisi, focusing on the construction of a new wastewater treatment plant (WWTP) and a separate sewerage system. The consultant will support the Contracting Authority by preparing detailed designs, tender documentation, and supervising all phases of construction and commissioning. Key deliverables include approved re-designs, permit applications, high-quality procurement packages, and successful implementation of works contracts in compliance with international standards. Additionally, the consultant will provide training, technical assistance, and support in project management, dispute resolution, and public awareness efforts.
***Expected Duration/Level-of-Effort: around 80% position for 36 months period with potential extension***
Primary Responsibilities:
The Team Leader shall be responsible for the overall service contract management throughout the procurement, implementation, commissioning trial run and DNP, i.e., from the commencement to the end date of the Consultancy Contract, s/he shall manage design and supervision teams, coordinate all activities, and closely cooperate with the Beneficiary organization and its PIU for project management

**Minimum Qualifications:**
Qualifications and skills
- Master’s degree in Civil Engineering or equivalent, with specialisation in wastewater engineering or a related engineering discipline
- Fluent in written and spoken English
- Knowledge of local language or Russian will be an asset
- Proficient user of (Microsoft) Office software and Project Management Software (Microsoft Project Manager, Primavera etc.
- Proficiency in design software (Auto CAD, 3D Auto desk or Bentley (e.g. Civil 3D, or Plant 3D, or Auto Cad 3D, or Sewer Gems, etc.) will be an asset
General professional experience
- Minimum 20 years of professional experience in water sector (water, wastewater, drainage)
- Minimum 16 years’ experience in team management of multi-component projects in water and/or wastewater sector
- Minimum 3 years of experience in urban infrastructure projects in Georgia and/or CIS country
Specific Professional experience
- Minimum of 16 years as Team Leader/Project Manager for WWTP and/or sewerage design experience;
- Design experience in minimum 3 projects including WWTP(s) with a capacity of more than 200,000 population equivalents with an investment cost more than 10 million EUR;
- Supervision experience in minimum 3 projects including WWTP(s) with a capacity of more than 200,000 population equivalents with an investment cost more than 10 million EUR.
- Minimum of 6 years of experience as FIDIC Engineer for WWTP and/or sewerage construction projects;
