Hybrid- New York (JFK Terminal 4)

Thales is hiring an experience System Engineering Manager – Airport Security position is a customer facing role that will be based at JFK Airport in New York City. Primary responsibilities include customer engagement through the delivery of engineering professional services in support of the Master Agreement, its amendments and the Security Technology Improvement Plan.


The System Engineering Manager- Airport Security is expected to provide technical guidance, oversight, and knowledge transfer to support the successful delivery of Thales commitments to our customer. The System Engineering Manager-Airport Security will assist with the skills development for both the customer and other Thales Engineers assigned to support this Program. Required knowledge and skills include SDLC, Network Architecture, Video Management systems, Public Address systems, Access Control systems, Airport Operations Control Center (AOCC) facility construction requirements as well as other relevant Electronic and Physical Security systems (e.g. Milestone, Genetec, and Lenel) necessary for safety and security. Additionally, the System Engineering Manager must demonstrate both technical and operational proficiency with the Thales Safeland (AOCC) solution.


Duties may also include development of technical specifications, RFP development and follow-up, technical vendor oversight, coding, systems configuration, systems installation, documentation of operational best practices, process mapping, systems training, and creating a variety of documentation and presentations in support of the overall Program objectives.


The System Engineering Manager-Airport Security will report to the Program Manager – Airport Security and is expected to coordinate activities and recommendations with the Thales Program Design Authority, the Thales Safeland (AOCC) Development and Engineering teams located in Italy, the customer, Allied Universal Technology Services, and various stakeholders in accordance with the Master Agreement and the Security Technology Implementation Plan.

Key Areas of Responsibility

Manage Networks requirements and conformance of the delivered system to these requirements

Perform necessary design activities in conjunction with the system subcontractor(s) and manufacturers as necessary

Collect all necessary user/customer information and perform system configurations

Serve as the onsite Safeland (AOCC) system administrator on behalf of the customer

Coordinate with other system providers for the successful integration with Safeland (AOCC)

Plan and support the test activities associated with covered safety and security related systems

Conduct and/or participate with internal, support partner and customer technical meetings

Preparation of weekly and monthly progress reports

Work with the customer, suppliers, and the internal supervising team regarding the different phases of systems and service delivery including the gathering, definition and justification of the requirements for the safety and security systems

Preparation of Interface Control Documents (ICDs), Interface Testing Document (ITDs), and Migration Plans (MPs)

Works with the Program Manager – Airport Security in preparation of the Program Traceability Matrix for required development efforts

Provides regular input to the Program Manager - Airport Security on identified Risk, Issues, and Mitigation plans

Support the software team to collect and define the customer needs and support the definition of the Concept of Operations (CONPS) for security operations

Facilitate decisions on baseline changes with customer and the Program Manager – Airport Security

Coordinates and works with various stakeholders in support of the deployment of two full Safeland (AOCC) Map updates per year

Reviews issues and prepares Post Incident Reports for all P1 and P2 Safeland (AOCC) Work Orders

Coordinate and conduct the local Safeland (AOCC) annual OAAP certification testing with Lenel

Works with the customer and Program Manager – Airport Security to define and agree upon success criteria for deliverable milestones

Guide test and evaluation strategies during the different phases supporting the system acceptance

Recommend supplier management best practices and processes to the customer including supplier selection and retention. Influence customer decisions based on chosen suppliers

Maintain documentation currency of system best practices, methodologies, initiatives and advancements

Support the Program Manager – Airport Security and technical team to ensure the delivery of the Program within the budget and committed delivery timeline

Create training material and provide necessary training for Safeland (AOCC)

Perform UAT with the customer for all Safeland (AOCC) development and Maps releases

Provide pre-sales Engineering support as requested in support of capture efforts for potential Thales customers

Minimum Requirements

Bachelor’s degree from an accredited university or college in Software/Electronics/Electrical or a related engineering field required with a minimum of 3+ years of relevant work experience, or a Master’s degree in Software/Electronics/Electrical or a related engineering field required with a minimum of 6+ years of relevant work experience

3 years of experience in the design and configuration of networks and Electronic and Physical Security systems in an airport environment

Team player who can communicate equally across multi-functional teams as well as with customers, external contractors and suppliers

3 Years’ experience working with Thales Safeland (AOCC) in an operational environment

Proven background and experience in airport terminal security engineering

Ability to meet regulatory requirements for Airport Security Identification Display Area (SIDA) unescorted badging and DHS - Customs and Border Protection badging access

Special Requirements

Occasional lifting up to 25 pounds

Ability to traverse between different locations within the airport terminal (@ distances up to ½ mile) 20% of the time

The reference Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between

Total Target Cash (TTC) 135,972.75 - 242,361.00 USD Annual
