The DHS CBP Program Management Office Directorate (PMOD) serves as the Independent Test Authority (ITA) for CBP acquisition programs and requires comprehensive systems engineering and test and evaluation (T&E) support. SimIS seeks a Systems Engineer to conduct comprehensive systems engineering trade studies and technical analysis to support CBP's mission of achieving 100% border coverage through integrated surveillance technologies. This role requires expertise in border security technologies including fixed towers, mobile sensors, UAS, tunnel detection systems, and ground-based sensors. The Systems Engineer develops system architectures, performs integration analysis, and creates technical documentation to support optimal technology deployment strategies across diverse border environments.
Required Knowledge, Skills, and AbilitiesBachelor's degree in Systems Engineering, Electrical Engineering, or related technical field; Master's degree preferredMinimum 5 years of systems engineering experience with surveillance and detection technologiesCSEP (Certified Systems Engineering Professional) certification preferredAbility to obtain and maintain DHS suitability background checkTechnical Skills:Expertise in surveillance technologies (radar, EO/IR, ground sensors, UAS)Experience with systems integration and interface control documentsKnowledge of modeling and simulation tools for view shed analysisUnderstanding of border security operational requirementsProficiency in system architecture development and documentationStrong analytical capabilities for trade studies and technical analysisExcellent technical writing and presentation skillsKey ResponsibilitiesConduct comprehensive systems engineering trade studies to determine optimal technology mix for 100% border coveragePerform view shed analysis using advanced modeling and simulation to identify coverage gaps and optimize sensor placementDevelop system architecture documents and reference architectures integrating tower sensors, mobile systems, tunnel detection, and ground-based sensorsCreate System Interface Control Documents (ICDs) to ensure interoperability between disparate systemsPerform independent verification and validation of vendor claims and system capabilitiesDocument specific infrastructure requirements including land, power, communications links, and interfaces to Border Patrol operating pictureDevelop technology roadmaps aligned with CBP strategic objectivesPerform comparative analysis of sensor technologies including radar systems, electro-optical/infrared cameras, and ground detection systemsSupport development of Planned Product Improvement (PPI) framework for major system componentsCreate consolidated technical data repository documenting system capabilities, limitations, and test resultsBenefits:Medical, Dental, and Vision Short-Term Disability (at no cost to you) & Long-Term DisabilityLife InsuranceFlex Spending Accounts 401(k) Savings Plan Tuition Assistance ProgramProfessional Development Paid Time Off (PTO) 11 Federal Holidays each year SimIS, Inc. is an EOE / M / F / Disability / VET / Drug Free Employer
