Compensation: $110,000-$135,000
Role Responsibilities:
+ Work closely with the Systems Integration Applications team and Public Health Deputy Area programs
+ Independently research, design, and document processes; create specifications; develop solutions; lead testing; and perform code reviews
+ Actively engage with team members, stakeholders, vendors, and management; attend meetings; provide technical guidance; and respond promptly
+ Participate in systems integration planning, design, configuration, and conversion or rewrite of existing processes, code, and functionality within the Rhapsody environment
+ Coordinate daily tasks with the assigned IT Section Manager and Team Lead
+ Collaborate with contract, vendor, DPH staff, and other IT professionals within the Office of Information Technology
+ Ensure assignments are completed accurately and on time; assist with problem resolution; mitigate issues; provide solutions; escalate as needed; and report progress
+ Advise staff on code conversions, route and configuration changes, enhancements, process improvements, software updates, and maintenance
+ Work with vendors and staff on deliverables, troubleshooting, and conversion of existing processes to Rhapsody, including rewriting solutions to align with best practices and updated coding standards
+ Serve as the IT lead for the project by managing project work, communications, and customer expectations
+ Prepare and maintain system documentation and architecture diagrams for assigned processes
+ Perform gap analysis; gather and document functional requirements; and design required processes with end users
+ Assist with project and time management, including estimates, milestone planning, and status reporting
+ Develop process automation, ETL solutions, and complex system integrations
+ Create and validate SQL queries, including advanced joins
+ Perform complex programming tasks, including architecture design, configuration, development, testing, and documentation
+ Create new and update existing Rhapsody routes to support new data elements, formats, and outputs for testing, lab, surveillance systems, and CDC reporting
+ Transform data formats such as XML, CSV, SOAP, and HL7 using Rhapsody, Symphonia, and JavaScript (ECMA/E4X)
+ Format data into Conduent Maven Integration Format (MIF) for Disease Surveillance Systems
+ Utilize web service calls and parse request and response data
+ Monitor routes and production processing to ensure proper data flow and response times using the Rhapsody Web Management Console
+ Automate daily maintenance processes
+ Debug, troubleshoot, optimize processes, resolve issues, and correct and reprocess errors
+ Advise on monitoring practices, thresholds, and notifications
+ Support Rhapsody upgrades and new environment configuration
+ Ensure maximum system uptime to support business continuity
+ Assist with data and database migrations, including code changes, testing, and validation
+ Review existing code for rewrite into Rhapsody routes; perform and participate in code reviews and implement approved changes into production
+ Advise on best practices and mentor technical team members on advanced topics
+ Assist DPH staff, vendors, and partners with onboarding and integration for HL7 ELR, ETOR, eCR, and inter-partner data sharing
+ Modify or rewrite processes to comply with agency security requirements and industry best standards
Requirements:
+ Master's Degree in a relevant field of work or equivalent work experience
+ 5+ years of experience with Rhapsody Integration Engine (v6+)
+ 5+ years of experience using Symphonia Mapping Language (SML)
+ 5+ years of experience with HL7 (v2.3.1–2.5.1), including ORU and ORM message types
+ 2+ years of experience with XML, XSD, and XPath
+ 3+ years of experience writing advanced SQL join statements
+ 5+ years of experience with JavaScript
+ 2+ years of experience with SOAP-based web services
Preferred Skills:
+ Windows OS server administration
+ Public health, disease surveillance systems, and LIMS experience
+ Excel, VBA macros, Power Automate, and Power Flow experience
+ Knowledge of LOINC and SNOMED standards
+ Experience with DevOps tools and JIRA
+ Experience with REDCap
+ Experience with FASTQ files and demultiplexing
+ Experience with security and data classification standards related to CDC, HIPAA, and CJIS
+ Experience with large-scale integration and system design in a healthcare environment
