Purpose:
Providing support and advice to SURF project team on HSE issues related to design, engineering and execution of the offshore project, namely, pipe lay, subsea equipment installation, tie back and commissioning.
Provide necessary support and assistance to the Project HSE Manager, Company project personnel & Contractor personnel to ensure Project HSE Systems, processes and procedures are developed and implemented in a timely manner-i.e. Risk Management, HSE Assurance, Performance Management & Reporting.
Support Project Delivery Team(s) in facilitating risk reviews and readiness reviews related to HSE.


THE ROLE
Main Responsibilities of this role: Support development of contractor plans and procedures in line with contractual deliverables Participate in review of Contractors Safe Systems of Work, including PTW, Risk Assessment and TBT's Monitor Contractor and Subcontractors activities and performance, providing support, advice and guidance required to maintain safe and efficient operations, in line with contractors HSEMS and contractual obligations Contribute to Safety Studies, Audits and reviews, including MoC as required by Project HSSE Manager Support Project teams with hazard ID and risk management techniques during Detailed Design and Operational phase, participating in HAZID and Technical Safety Engineering reviews. Maintain effective coordination between all parties (Engineering, construction, procurement etc.) Monitor Subcontractors activities for compliance with approved safety procedures
Support Contractor in incident investigation and ensure robustness of the entire process Ensure Contractors record and report accurate HSE statistics, and act as focal point for timely and quality HSE reporting Adopt and demonstrates a pro-active approach to managing risk through forward planning and strong communication with contractor personnel Support HSE Initiatives and Programs and ensure effective ownership by Contractor to achieve desired results Support the reward and recognition program and monitor performance Assist in the delivery of HSE information sessions appropriate to the scope of work
Support HSE assurance activity, ensure audit reports, progress reports and HSE performance reports are circulated to the appropriate stakeholders Coordinate training and facilitate delivery of HSE inductions as required
  THE INDIVIDUAL Minimum of 5 years Oil and Gas and related HSE experience Ability to influence Contractor HSE Performance in a 'Mode 2' environment to drive contract HSE Plan delivery Solid working knowledge and experience of HSE Risk Management systems, processes and tools (including PTW, Task risk assessment, Intervention Programs, Toolbox Talks and HAZID Good Analytical skills and detail oriented with experience and ability to write SOP's, instructions, audit reports etc. Ability to lead and coordinate HSE Investigations to establish actual Root Causes, preparing and rolling out learnings, and conducting HSE Audits Effective English communication skills (oral and written) and experienced presentation and HSE planning abilities Use of common IT systems and tools (Power-point, word etc.) Ability to create statistical reports using Power BI would be advantageous Capability to coordinate quality HSE related information, statistics recording, analysis, and reporting from Contractor to Project Experience in Deepwater projects with knowledge of SURF elements (i.e. subsea systems, pipelines, offshore installation / construction methodologies) is preferred
Experience in Offshore Construction Projects involving SIMOPS and Commissioning is advantageous Preferable experience working with offshore support vessels and familiarity with relevant industry standards- IMCA, IOGP, ISPS Awareness and understanding of local regulatory requirements as they apply to offshore Projects Open to working onsite in Alabang and on contract for two (2) years Minimum Education: Recognized HSE qualification - NEBOSH certificate or equivalent would be advantageous
