Job Description:

To provide leadership to the Support Services department—including key functions such as Supply Chain/Procurement, Logistics & Warehousing, Movement & Fleet Management, Information Technology, and Administration—to ensure a high standard of service is provided to WV Lebanon in a cost-effective manner and in support of program operations.

To contribute to ensuring that WV Lebanon is accountable to all partners and that all work adheres to standards and policies of World Vision International and its donors.

To support the National Director in ensuring strategic and operational support services are delivered in an efficient and effective way through a compassionate and human-centered approach that supports WV Lebanon’s mission and vision.

Leadership and Management

Demonstrate World Vision’s core values, vision, mission, and transformational development model among all staff in assigned areas.Serve as a key liaison with Senior Leadership by ensuring integration of support services into program and office operations.Provide leadership and coordination among support services staff, ensuring cooperation and a human-centered approach.Promote understanding of WV child safeguarding policies and ensure relevant training is integrated into support services.Work in close collaboration with the National Director or delegate on legal and compliance matters related to support services.Support cross-functional cooperation within support services and across departments to ensure service effectiveness.Foster a culture of inclusion, trust, transparency, accountability, and collaboration within the support services team.

Administration

Oversee and review the implementation of administration policies and procedures.Monitor, evaluate, and lead implementation of administrative procedures in line with WVI standards and WV Lebanon guidance Manage & Ensure all admin functions are supportive of program operations and aligned with business continuity needs and are fit for purpose.Manage compliance with government requirements in close coordination with the National Director and relevant stakeholders.

Information Technology

Ensure IT support is delivered in a timely manner to all WVL departments in line with WVI standards and that systems and equipment are maintained and recorded properlyEnsure all data privacy and security are held within the WV policy.Ensure proper forecasting, planning, and budgeting for IT equipment, software, and hardware, in close partnership with program operations, finance, and Grants, Management, and Acquisition departments.Provide oversight to IT staff to ensure responsive and compliant IT services.

Supply Chain and Procurement

Oversee adherence to supply chain policies aligned with WVI and WV Lebanon standards.Support and mentor the supply chain team to implement shared services and resolve issues effectively.Represent supply chain and procurement in national office strategic planning and oversee supply chain and procurement strategic contributions to program planning, proposals, and implementation.Contribute to functional strategy development aligned with GSCM and regional priorities.Represent procurement needs in planning discussions; review procurement plans for alignment with operational needs.Support implementation of procurement committee decisions and supplier assessments.Oversee contract drafting and supplier relationship processes in line with global standards, ensuring legal review where needed.Direct use of procurement dashboards and tools for internal management reporting.Model effective engagement with suppliers, partners, local authorities, NGOs, sectors, and stakeholders to promote clear, transparent coordination and information sharing, enabling joint identification of challenges and collaborative problem-solvingVet (through in-country legal) and finalize, global standard contracts for National Office use;Ensure a fit-for-purpose supplier onboarding process and strengthen the supplier relationship management framework to include communication guidelines, proper documentation, and supplier continuous improvement plan;Oversee design and presentation of a KPI dashboard for supply chain and procurement to the National Director and senior leadership team;

Fleet, Logistics, and Warehouse Management

Oversee countrywide fleet operations, ensuring compliant, safe, and efficient use of WVL vehicles.Implement and manage systems for accurate fleet reporting, fuel tracking, vehicle performance, and documentation.Ensure driver training, vehicle inspections, insurance compliance, and effective use of GPS tracking systems.Enforce trip and incident management protocols, with a focus on reducing environmental impact and emissions.Lead review and enhancement of warehouse systems, SOPs, and inventory management in line with WVI policies and best practices.Oversee logistics planning and coordination to ensure efficient storage, distribution, and reporting across all WVL projects.Develop and implement a national logistics strategy aligned with program goals and optimized resource use.Manage logistics and fleet budgets, ensuring efficient spending and recommending adjustments as needed.

Risk, Control, &Compliance

Assess current risk management approach and ensure compliance with WVI global standards and procedures, and update risk management plans and control measures to ensure best-in-class systems for WV Lebanon.Evaluate WV Lebanon’s risk management processes and systems across the organization and ensure proper risk mitigation plans are in place to address any vulnerabilities.Manage risk mitigation planning, evaluations, trainings, and embedding into all processes, including clear SOPs, policies, procedures, and guidelines for implementation; manage and evaluate control measures and correct course, as needed. Oversee implementation and adherence to control measures and compliance with WV policies and guidelines;Lead coordination with regulatory authorities to ensure full integration of Lebanon requirements and direct unit to comply and monitor implementation;Review, update and prepare all relevant reports related to risk and compliance, including the compliance register.Participate in investigations of all reported cases of breach of controls, fraud, non-compliance, misappropriation of WV funds, and assets and recommend corrective measuresDesign root cause analysis for external and internal audit findings, prepare respond and the implementation plan and monitor.

Perform other duties as required

Under the direction of the National Director and in collaboration with senior leadership team members, ensure that Supply Chain/Procurement, Logistics & Warehousing, Movement & Fleet Management, Information Technology, & Administration support functions are aligned with the strategic and daily operational needs of the organization and its program operation teams.Ensure wise stewardship of all resources, financial, human, and material. Perform other duties as assigned by the National Director

Minimum Requirements:

Bachelor Degree in Business Administration, Finance, Supply Chain Management, Procurement, IT or equivalent professional qualification (advanced CIPS), A Masters’ degree preferred.Professional certification(s) in Support Service sector (e.g. Supply Chain, procurement etc.) a plus.7 to 10 years of progressive responsibilities in support service sector with medium business/medium NGO/government agency, with minimum of 3 years in a leadership role;Substantive experience working in the INGO sector navigating multiple donor requirements and ideally, in a minimum of one country post outside Lebanon;Thorough working knowledge of support services function within an INGO settingExcellent knowledge of Lebanon laws and regulations, including related to the Port Authority and Airport Cargo.Proven track record to in establishing a support services unit that delivers s on time and on budget.Proven track record of leading multi-cultural teams in complex, culturally, and politically-sensitive contexts, including remote management.Excellent and proven decision-making skills and ability to take calculated, mitigated risks.Proven track record to in establishing a support services unit that delivers s on time and on budget.Proven track record of leading multi-cultural teams in complex, culturally, and politically-sensitive contexts, including remote managementExcellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.Committed professional who leads by example and is willing to work alongside the team to ensure successful transformation of WV Lebanon’s support servicesAbility to work under pressure and to take initiative, leading by example and troubleshooting to support effective, transparent, and compliant solutions to ensure business continuity;Emotional maturity and ability to deal with matters of strict confidentiality, inspiring trust and transparency both within and beyond the support services team and with partners, community and government leaders, and donors.Quick learner, agile, flexible, and inspired in a context that presents challenges and opportunities equally and allows for close collaboration with a highly professional, dedicated senior team to transform and grow World Vision footprint and impact in Lebanon.
