Supply Chain Purchase Analyst Senior Principal II - Analysis & Financial Risk Capability
**Job Description** We are seeking an experienced and skilled Supply Chain Cost Analysis & Financial Risk Capability Lead to support the Subcontracts and Procurement organization by providing advanced analytical expertise in supplier proposal evaluation, pricing analysis, and supplier financial risk assessment. This role partners with program teams, supply chain professionals, finance, and engineering to ensure supplier pricing is fair, reasonable, competitive, and compliant with FAR/DFARS requirements. The selected candidate will also support major proposal efforts and develop training and guidance to strengthen cost and price analysis capabilities across the organization. The position serves as a technical authority for supply chain pricing practices, supporting strategic cost management, negotiation strategies, and supplier financial risk evaluation. The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management. The Integrated Supply Chain team has a direct impact on program success, acting as a critical chain that links the end-to-end material flow together. Our organization helps propel us forward and achieve true mission partnership. **What You ll Do:** + Cost Analysis (Supplier Proposal Evaluation): + Perform detailed cost analysis of supplier proposals in accordance with FAR Part 15. + Evaluate supplier cost elements including: + Direct labor hours, labor mix, and labor rates. + Overhead, G&A, and other indirect rates. + Material estimates and supplier quotes. + Sub-tier supplier pricing. + Non-recurring engineering and tooling costs. + Escalation assumptions. + Assess supplier BOE estimating methodologies and cost buildup structures. + Conduct cost realism reviews and validate supplier assumptions using: + Historical program data. + Engineering estimates. + Parametric models. + Industry benchmarks + Support supplier fact-finding activities during proposal evaluation. + Develop cost objectives and negotiation positions to support subcontract negotiations. + Prepare compliant cost analysis documentation for procurement files and government audit readiness. + Price Analysis (Fair & Reasonable Price Determination): + Apply accepted price analysis techniques including: + Adequate price competition evaluation + Historical price comparisonsMarket research and commercial market pricingParametric and benchmark comparisons + Catalog and published price validationIdentify pricing anomalies including excessive escalation or non-competitive pricing. + Support procurement professionals in documenting fair and reasonable price determinations.Develop independent price estimates and should-cost targets to inform negotiations. + Perform price analysis in accordance with FAR Part 15 + Supplier Financial Risk Assessment + Perform financial health assessments of critical suppliers. + Analyze supplier financial statements including: + Balance sheet. + Income statement. + Cash flow statement. + Evaluate financial indicators such as: + liquidity ratios. + leverage ratios + profitability trends. + cash flow sustainability + Identify potential supplier financial distress risks that could impact program execution.Recommend risk mitigation strategies including alternate sourcing, financial monitoring, and contract structure adjustments. + Training & Supply Chain Capability Development + Develop and deliver training programs for procurement and subcontract management professionals covering: + Cost analysis fundamentals + Price analysis methodologies + Supplier financial risk assessment + Proposal evaluation best practices + Create templates, playbooks, and analytical tools to standardize pricing practices. + Mentor procurement professionals and support organizational pricing capability development. + Maintain a regular and predictable work schedule. + Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment. + Perform other duties as necessary. **On-Site Work Environment:** This position requires regular in-person engagement by working **on-site three or more days** each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required. **Working Conditions:** + Work is performed in an office environment, laboratory, cleanroom, or production floor. **Short Term Incentive:** Subject to business performance and recommendations of management, this role may be eligible to participate in an incentive compensation plan. **Required Education, Experience, & Skills** + Bachelor s degree plus 10 or more years related experience + Each higher-level degree, i.e., Master s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education. + Experience evaluating subcontractor proposals and supporting negotiations. + Working knowledge of FAR/DFARS pricing regulations, including cost and price analysis techniques. + Experience analyzing supplier financial statements and financial risk indicators. + Analytical Skills. + Communication skills. + Ability to effectively relate with others and cooperate as a team member. + Ability to navigate complex org. dynamics and build relationships with suppliers, customers etc. + Experience developing, leading teams. + Develop and maintain metrics to measure the effectiveness of the Cost Analysis and Financial Risk Management practices. **\#LI-SW2** A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access. **Preferred Education, Experience, & Skills** + Experience within a large aerospace or defense prime contractor environment. + Experience supporting major competitive program proposals. + Knowledge of should-cost modeling and parametric estimating techniques. + Familiarity with government audit environments (DCAA, DCMA). + Experience training or mentoring procurement professionals. + Advanced degree such as MBA, MS Finance, or MS Supply Chain. **Pay Information** Full-Time Salary Range: $134640 - $228888 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
