The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dalea. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

 

Job Overview/Summary:

IRC defines Supply Chain as those systems and functions necessary to implement programs effectively, inclusive of planning, procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management. 

Under the direct supervision of the Base manager, the Supply Chain Officer is responsible for supporting the Supply Chain functions to ensure efficient procurement and delivery of supply chain functions in West Coast .

 

Major Responsibilities:

Procurement

·       The implementation of standard IRC Operating Procedures (SOPs) and templates.

·       Ensuring that procurement is carried out in accordance to IRC and donor-specific polices.

·       Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.

·       Ensuring that a transparent and responsive procurement process is implemented and maintained.

·       Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.

·       Ensuring that all Supplies, services and equipment’s required are delivered in time.

·       Establishment and maintenance of ethical, professional working relationships with suppliers.

·       Maintain supplier information for regularly purchased items and be informed of current local market conditions.

·       Support and provide the appropriate trainings for procurement and program staff as required.

·       Manage Procurement staff (Assistant, intern, etc).

·       Advise the Supply Chain Manager/Coordinator of procurement-specific issues or improvements.

·       Source appropriate rental properties for viewing, as required. Maintain a sense of market prices for property rental.

·       Any other duties or tasked delegated by Supply Chain Manager/Supply Chain Coordinator 

 

Warehouse And Asset management

·       Assist in ensuring that IRC minimum standards of inventory procedures and country policies are adhered to allow effective reporting of stock levels and complete regular stock checks.

·       Closely coordinate with the Procurement and warehouse teams to ensure supply chain is well managed and stock-outs avoided for Health and Nutrition activities. 

·       Track local and international orders and communicate status to health and nutrition teams.

·       Assist in ensuring stock management procedures are in place including up to date and accurate stock records, all supporting documents for stock movements; systems for monitoring stock movements and regular physical stock-takes and management checks.

·       Monitor stock levels and advise on appropriate stocking and replenishment to meet project demands.

·       Maintain up-to-date control of all supplies including Pharma Inventory Tool, values and locations, manage issuing supplies, and record all stock movements and disposals.

·       Liaise closely will programs for distribution planning and coordinate the loading/unloading of stocks in a timely and efficient manner from warehouse to distribution points.

·       Ensure warehouse is appropriate for use, clean, well maintained and secure.

·       Report stock inventories on a regular basis and liaise with the Supply Chain Manager and Pharma Officer to monitor and track ongoing and historical supply chain pipeline against targets.

·       When necessary, deputizing for the Pharma Officer.

·       Maintain the filing system in hard form as defined by IRC or as directed by SCM/SCC/Pharma Officer along with must have scan/digital records.

·       List and tag all assets and properties and upload the updated list to BOX.

·       create and prepare an Archive (hard copies) for the asset and equipment issues and reception.

·       implement the Asset and property verification exercise with the Approved committee.

·       Any other duties or tasked delegated by Supply Chain Manager/Supply Chain Coordinator 

 

Fleet & Facilities management

·       Maintain daily vehicle movement plan, schedule and records, and assign vehicles (including generators) as needed providing daily movement schedule by the close of business the previous day. This includes scheduling night and weekend drivers to be on call.

·       Work with service providers to organize routine maintenance schedule for all Generators and ensure that regularly used parts and tools are in stock. 

·       Liaise with Travel Officer to plan and provide pick up and drop off support to incoming and outgoing staff and guests from Aden to Abyan Governate or vis versa ,

·       Liaise with procurement team on incoming goods to determine and plan transport needs

·       Directly lead, manage and motivate the Drivers, and ensuring they have clear travel plans and receive regular supervision and reviews. 

·       Ensure that vehicles are maintained regularly; log book is strictly recorded; drivers’ competency is regularly tested and the necessary corrective measures are taken.

·       Ensure correct and accurate utilization of log books with routine checks for correct completion

·       Conduct training and daily vehicle inspections along with drivers and mechanics; monitoring use of vehicles through log books.

·       Maintain proper filing of all importation documents of all vehicles in individual files and keep track of their movement within the country.

·       Ensure appropriate documentation, tracking and filling of all maintenance, repair activities.

·       Work with government and insurance companies to ensure proper documentation is provided for all vehicles. 

·       Ensure that all vehicles are equipped according to IRC standards (spare tires, first Aid kits, maintenance tools, tow ropes, winch etc.)

·       Make certain that  all transport and  logistics requirements are delivered in accordance with timescales set and agreed with program managers and staff

·       Ensure that all vehicles are licensed and have relevant insurance .

·       Ensure that annual inspection and registration of vehicles is conducted as per government requirements

Minimum Qualifications:

Job Requirements:

Education: Bachelor's degree in pharmacy, Business Administration, Supply Chain in relevant field

 

Technical Skills & Experience:

Graduate degree in supply chain or any other equivalent qualification Experience in logistics, procurement, or related field (preferred) Strong ability to prioritize work under pressure, maintain attention to details, and coordinate multiple tasks to meet deadlines. Effective time management and organizational skills.

Soft Skills and Competencies:

Customer & client centered and service oriented mind & attitude, and ability to work independently under pressure. Excellent interpersonal and problem-solving skills, creativity and flexibility. Energetic, with great communication skills. Detail-orientation and professional patience. Sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.

Language Skills: Fluency in English and Arabic to communicate clearly and effectively.

Computer Skill: MS Office – MS Word, MS Excel, MS Outlook and use of Internet

Position Based:  West Coast

Performance and Success factors:

Strong coordination with Program, procurement and warehouse Teams. Paperwork and filing (organization), timely forwarding of cargo with appropriate paperwork. Presentation and accuracy in reporting, flexibility and resilience, warehouse is well managed as per IRC standards, records are organized and available when needed, records are available in systematic orders and accessible all the time, regular physical stock counts.
