SUPERVISORY IT SPECIALIST (NETWORK) (Title 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY IT SPECIALIST (NETWORK) (Title 32), Position Description Number D1554000 and is part of the IL 182 AW, National Guard. Responsibilities As a SUPERVISORY IT SPECIALIST (NETWORK) (Title 32), GS-2210-12, you will supervise, direct and manage employees designing, engineering, analyzing, installing, maintaining and operating automated communication systems which include transmission systems and networks for voice and data, in both tactical and fixed base environments. Major Duties - This is NOT an all-inclusive list: Analyze current and past maintenance effectiveness and take or recommend remedial action to correct deficiencies. Develop new procedures to solve unprecedented or highly technical problems in communications systems maintenance. Evaluate scheduling, rescheduling, or reassignment of work to ensure mission requirements are met. Monitor C-E system performance and initiate corrective actions to maintain efficiency and reliability. Track time and work completion to identify problems that affect safety, workload, or manpower requirements. Interview and recommend the selection of new employees for technical roles within the flight. Establish work performance standards and assign annual performance evaluations for subordinates. Ensure training and orientation of new employees to prepare them for assigned duties and responsibilities. Manage disciplinary actions, promotions, step increases, awards, and leave requests within the section. Realign duties within the flight to optimize manpower and mission efficiency. Monitor quality control practices and ensure standard maintenance methods are followed. Ensure position descriptions of subordinate employees are accurate and updated. Provide technical input in the form of complete annexes for base, mobility, and wartime tasking plans. Evaluate the flight's maintenance effectiveness and report mission capability based on accurate data. Ensure periodic inspections of work centers are performed and unsafe conditions are immediately corrected. Provide highly complex technical solutions for unique command and control communications system requirements. Provide technical assistance to organizations and units in establishing digital communications requirements. Direct the installation, testing, evaluation, and maintenance of communications-electronics equipment and systems. Monitor system and equipment status, repair actions, and modifications to support operational readiness. Ensure formulation of comprehensive training plans to enable personnel to perform telecommunications activities. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Must be able to obtain and maintain the required security clearance. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. Also being advertised OB-AGR. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: ENLISTED ONLY - Minimum rank requirement of MSgt & May not exceed the rank of CMSgt SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience which includes 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience for the GS-12 Level, which includese xperience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
