Summary You will serve as a Supervisory Engineering Technician in the Capital Improvements division of NAV FACILITIES ENGINEERING COMMAND SE. Responsibilities You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments, the type of work and existing workload. You will evaluate and assure the Quality Control (QC) efforts of the construction contractor for all projects assigned. You will ensure consistent and comprehensive coordination of the construction quality management program for construction projects assigned to his/her branch. You will attend selective quality control, preparatory and initial meetings to spot check compliance with contract requirements and establish consistency for the office. Establish consistent process in validating quantity, condition, and approval of materials on site prior to invoice payments You will ensure contractor compliance of safety and health requirements. You will maintain situational awareness and assist in coordination of OSHA jobsite visits. You will directly provide support to the Contract Specialist/Contracting Officer (CS/KO) relevant to the administration of construction contracts/task orders. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing construction reviews of plans and specifications for technical soundness and practicability; 2) Utilizing construction project scheduling knowledge and expertise to track progress of projects; 3) Preparing technical analysis, cost estimates, and reviews engineering designs for proposed changes; 4) Ensuring contractors' compliance with safety and environmental requirements. Overtime or night differential pay and/or unusual duty hours may be required. Call back may also be required. This position requires exposure to high noise levels.
