SUMMARY DESCRIPTION OF CLASSIFICATION:
Under the supervision of the Director of the Department of Planning and Construction, provides leadership, coordination, and support in planning, organizing, and managing aspects of facilities, design construction, warranty, and closeout, with an emphasis on meeting sustainability goals and delivery of facilities on time and within budget. Has major responsibility for implementing construction projects approved in the capital budget. Coordinates and collaborates with various divisions, departments, offices, and other stakeholders to develop and implement strategic plans for design, and construction. Manages and oversees architectural and engineering design, both by MCPS design professionals and third party consultants, to align with the district's core values and visions. Supervises and evaluates staff associated with design and construction for capital projects and ensures that MCPS design guidelines are updated on a regular basis. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) NoneSPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional extended day work required; attendance at some evening Board of Education and community meetings. KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of architectural and engineering principles and practices and their application to the public sector in planning, designing, and construction, specifically K-12 education. Leadership skills with the ability to manage multi-disciplined design and construction teams. Familiarity with capital planning and budgeting processes for facilities planning, design, and construction. Strong understanding of sustainable design, the market, industry trends, and industry leaders. Thorough knowledge and experience working with facility management and maintenance related to its design standards and requirements for K -12 education facilities. Excellent technology, organization/time management, communication (written and oral), interpersonal skills, and ability to work as part of a team. Ability to problem-solve to find effective solutions for a variety of potential issues. Ability to provide guidance, training, and technical assistance for other staff members in managing projects, database concepts, features, and operations. Is able to gain an understanding of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE:
Bachelor's degree from an accredited university with a preferred major in architecture, engineering, or a related field; Master's degree strongly preferred. Minimum of five years of progressive experience in architecture, engineering and/or construction management; two or more years of experience in an administrative or supervisory role. Strong familiarity with AIA Contract documents and contract administration. Significant leadership experience. Experience in financial management and administration, and policy/procedure development. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Possession and maintenance of a Professional Architect or Civil, Structural, Mechanical or Electrical Engineer License.
