THE POSITION

This position will provide supervision, oversight, and direction for the clinical services of the SMHA Mobile Outreach Team (MOT).

ABOUT US
DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
SMHA is a community mental health agency operated by the State of Connecticut Department of Mental Health and Addiction Services (DMHAS). Its primary goal is to provide high quality behavioral health services to those in our community with mental health and substance use disorders who are 18 years or older and reside in New London County and its surrounding towns. Services, which include case management, outpatient behavioral health, crisis intervention, respite care, and forensic services, are recovery oriented and offered in a trauma informed and culturally sensitive manner. We support individuals to identify and achieve their own goals in recovery, fostering independence, dignity, and ability.
MOT provides a wide range of crisis services: 24-hour crisis assessment and intervention services for people experiencing mental health and/or substance abuse challenges/crisis; hospital and crisis bed screening; referrals for temporary respite; support phone calls and visits; brief crisis counseling; and referrals to appropriate inpatient and outpatient services in the community. Further MOT is responsible for all intake assessments for SMHA case management programs. MOT is the liaison for SMHA with multiple community stakeholders including local and state police departments, community providers, homeless shelters, etc. The MOT supervising clinician is essential for the triaging all of these activities and directing MOT resources/staff to meet these important and often competing needs. Further the supervising clinician is frequently needed to work hand in hand with frontline staff in order to meet the demands of the MOT program.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for providing supervision and direction of a clinical unit.
EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional health care experience in a psychiatric setting.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.
NOTE: For state employees this experience is interpreted at the level of an Advanced Clinical Social Worker for social work discipline, Head Nurse for the nursing discipline, an Advanced Professional Counselor and an Advanced Marital and Family Therapist.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's Degree in a health care field related to one of the disciplines in the Special Experience may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience collaborating with external agencies and community partners to enhance client care and support services
+ Experience providing clinical services to individuals with severe and persistent mental health and/or substance use disorders.
+ Experience in provision of crisis intervention services
+ Experience completing biopsychosocial intake assessments
+ Experience with providing leadership to interdisciplinary teams
SPECIAL REQUIREMENTS
+ Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, or as a Registered Nurse in the State of Connecticut. The license required for direct supervision of clinical oversight will be dictated by the functions of the assigned unit or program.
+ Incumbents in this class may be required to possess certification as a clinical supervisor by the Connecticut Certification Board.
+ Incumbents in this class may be required to be bilingual or fluent in American Sign Language.
+ Incumbents in this class may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be required to lift and restrain clients, may have significant exposure to communicable and/or infectious diseases and risk of injury and may be exposed to strongly disagreeable conditions.
