Job DescriptionPosition Purpose:
Responsible for the overall planning, supervision, and management of the Transmission & Distribution (T&D) department including construction, maintenance, and repair of the water distribution system and company facilities. Ensures safe, reliable, regulatory-compliant service while delivering strong customer experience, operational efficiency, financial performance, and employee development.
Provides both field leadership and departmental management oversight including scheduling, crew supervision, emergency response, budgeting, regulatory compliance, and continuous improvement initiatives.
Primary Duties/Responsibilities:
Operations & Field Execution:Plan, schedule, and coordinate maintenance, installation, and repair projects.Assign crews based on job requirements and workforce capability.Supervise and inspect construction, maintenance, and repair activities.Oversee emergent and after-hours work and participate in emergency callout rotation.Conduct field investigations and site inspections for complaints and planned projects.Monitor contractor work quality, materials usage, and compliance.Oversee mark-out contractor field operations and billing.Maintain T&D facilities, shop areas, yards, and fleet equipment.Support investigation and repair activities on a 24-hour emergency basis.Safety & Regulatory Compliance:Act as departmental safety leader and conduct safety inspections.Ensure compliance with environmental, water quality, and safety regulations.Enforce company policies, procedures, and best practices.Maintain required documentation, recordkeeping, and permits.Identify hazards and implement corrective actions.Promote safety culture and safe work practices.Leadership & Workforce Management:Directly supervise staff and oversee union workforce operations.Evaluate crew productivity and efficiency.Train, coach, and develop employees.Maintain labor relations and effective communication with bargaining units.Manage staffing, scheduling, and performance expectations.Foster teamwork, accountability, and customer service focus.Planning, Financial & Asset Management:Prepare and execute operating and capital plans.Manage departmental financial performance and coding of expenses.Establish and maintain inventory levels and materials control.Monitor and report Key Performance Indicators (KPIs).Track and reduce non-revenue water (NRW).Support operational forecasting, analytics, and continuous improvement.Customer & Stakeholder Relations:Respond to residential, commercial, and municipal customer issues.Coordinate with regulatory agencies, vendors, contractors, and internal departments.Ensure reliable service delivery and superior customer experience.Represent department during emergencies and public interactions.Work Environment:
Field and office environment.Uneven terrain, moderate lifting, outdoor exposure.QualificationsEducation/Experience/Background:
High School Diploma/GED is required.Associate or Bachelor’s degree preferred (engineering, business, or related field).5–10 years water utility or construction/maintenance experience.Progressive supervisory or leadership experience preferred.Experience in unionized environment preferred.Knowledge/Skills/Abilities:
Water distribution systems operations and construction expertise.Blueprint and map interpretation.Leadership, decision-making, and planning ability.Budgeting and business acumen.Regulatory and safety compliance knowledge.Communication and relationship management skills.Ability to multitask and operate under pressure.Must be available for emergency response and extended hours.Required Certification/Licenses/Training:
Valid driver’s license required.Additional InformationPay Range: $92000 to $115000 per year.
