Want to work with a cohesive team dedicated to improving the health of Idahoans within the Division of Behavioral Health? We are seeking aSubstance Use Disorder (SUD) Research Analyst Sr.to join our Bureau of System Design and Implementation (SDI). As a SUD Research Analyst, you will conduct data analysis and research focused on substance use disorder programs and outcomes across Idaho. You will collaborate with other divisions, boards, and councils to provide data-driven insights and work closely with multiple bureaus to monitor and evaluate performance through evidence-based reporting and presentations. This position is also responsible for ensuring compliance with federal data requirements. This role plays a vital part in shaping effective strategies to improve recovery, intervention, treatment, and prevention services statewide. You’ll be part of a mission-driven team focused on making a real difference in people’s lives by supporting informed decision-making and expanding access to care.
This is a statewide position and will report to their nearest DHW location.
This position may be eligible for telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:
+ Compiles and analyzes data and information to identify program and services needs and resources.
+ Oversees all aspects of data collection, management, and reporting for the Substance Use Disorder (SUD) unit, ensuring data integrity and compliance with established standards.
+ Conducts comprehensive data analysis and program evaluation to assess effectiveness and inform strategic decision-making.
+ Prepares and reviews contract reports to ensure alignment with program goals and funding requirements.
+ Ensures complete, accurate, and timely data entry into SPARS and other designated data systems as required by SAMHSA and other regulatory bodies.
+ Monitors client-level intake and follow-up rates to verify that service delivery meets or exceeds target metrics outlined in funding applications.
+ Collaborates effectively with multiple bureaus to coordinate performance monitoring, data evaluation, and continuous quality improvement efforts.
+ Makes recommendations for system improvement.
MINIMUM QUALIFICATIONS AND SPECIALTY MINIMUM QUALIFICATIONS:
You must possess all the minimum/specialty minimum qualifications below to pass the exam for this position. MINIMUM QUALIFICATIONS:
+ Good knowledge of research methods. Typically gained by completion of at least two college-level statistical research methods courses (six semester credit hours or nine quarter credit hours) covering the elements of research methods and techniques including reliability and validity, measurement error, variance, methods of analysis, probability means, proportions and sampling OR completion of one college-level statistical research methods course (three semester credit hours or five quarter credit hours) covering reliability and validity, measurement error and variance COUPLED WITH approximately one year of work experience gathering, sampling and analyzing data. Experience does not include work coupled with degree/school requirements ie: thesis.
+ Good knowledge of principles of statistics. Typically gained by completion of two upper division college-level statistics courses (six semester credit hours or nine quarter credit hours) covering: estimation and tests of hypotheses; sampling and multiple regression and correlation; analysis of variance and covariance; introduction to experimental design; and analysis of unbalanced data for the fixed model OR completion of one upper division college-level statistics course (three semester credit hours or five quarter credit hours) covering estimation and tests of hypotheses and sampling and multiple regression and correlation COUPLED WITH approximately one year of work experience applying statistical techniques including sampling and surveying and measurements of dispersion. Experience does not include work coupled with degree/school requirements ie: thesis.
+ Good knowledge of sampling theory and probability theory. Typically gained by completion of two upper division college-level courses covering sampling theory and probability theory OR successful completion of specialized training (at least one week duration) focusing on sampling theory and probability theory COUPLED WITH at least one year of work experience defining populations, drawing samples and testing hypotheses testing. Experience does not include work coupled with degree/school requirements ie: thesis.
+ Experience writing analytical (research) reports or materials. Typically gained by at least one year of work experience analyzing data, drawing conclusions, and writing reports or portions of reports supporting research results.
+ Experience compiling and analyzing statistical data and drawing conclusions. Typically gained by at least one year of work experience compiling and analyzing statistical data and drawing conclusions.
+ Experience using statistical software or spreadsheet software to perform statistical analysis. Typically gained by completion of at least one college-level course (three semester credit hours or five quarter credit hours) using statistical software or spreadsheet software OR at least one year of work experience using statistical software such as SAS, SPSS, SPSSX, STATA, Number Cruncher, or similar software or spreadsheet software.
+ Experience interpreting and communicating (orally and in writing) statistical material into information usable by a target audience. Typically gained by at least one year of work experience requiring interpretation of statistical material such as research results, laws, policies, procedures, rules, or regulations and communicating (orally and in writing) that information so it is easily understood by the general population.
SPECIALTY MINIMUM QUALIFICATIONS:
+ Good knowledge of economics. Typically gained by bachelor’s degree or higher in economics or closely related field; OR 2-4 upper division courses in economics or related field AND at least 2 years of work experience; OR experience or a combination of coursework and experience that represents the knowledge level above.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
+ Bachelor’s degree in Public Health, Psychology, Sociology, Statistics, Social Work, or a related field.Typically gained by completing a four-year undergraduate program at an accredited college or university.
+ Experience working with public health data or behavioral health program evaluation is highly desirable. Typically gained by at least one years experience working in internships, research assistant roles, or entry-level positions within public health or behavioral health organizations.
+ Knowledge of substance use disorder issues, treatment approaches, and prevention strategies. Typically gained by at least one years experience completing coursework, training programs, professional experience, or volunteer work focused on addiction and behavioral health.
+ Ability to work independently and manage multiple projects simultaneously. Typically gained by at least one year professional experience, academic projects, or roles requiring multitasking and self-management.
+ Experience in research, data analysis, or program evaluation—preferably related to behavioral health or substance use disorders.Typically gained by at least two years of experience working in relevant research projects, internships, or professional roles focused on behavioral health or substance use.
