You will be a key member of the integrated product teams with responsibility for planning and executing subcontracting strategies for complex subassemblies and services. Efforts will include managing supplier relationships and coordinating with internal functional and business teams to achieve program goals. You will support all phases of the product life cycle – business capture, product development, production and service/support; while working with advanced technologies and suppliers from around the world. This position is for a seasoned project or program management professional, preferably with a technical background (Engineering, Computer Science, Applied Physics, etc.), who can work independently leading complex technical programs. Additionally, this role will plan and develop subcontract strategies through all program phases, inception through completion. This role requires working closely with engineering and designers to understand the requirements of the project and assist in the development of solutions that meet those requirements. The Military Avionics Rotary Wing team is actively laying the groundwork for Collins future in Vertical Lift. **What YOU Will Do:** + Oversee the planning, release and management of all aspects of subcontracts and procurement activities with annual spend up to $20M. + Develop collaborative relationships with Engineering and Value Stream Leaders to ensure early engagement in defining clear scope of work and source competent suppliers. + Establish and maintain professional and productive relationships with suppliers – Subcontract Program Manager is the face of Collins with key supplier partners. + Actively manage supply chain-related program risk, evaluate supplier performance, propose and initiate corrective actions. + Brief program management, customer, functional and business leadership on status and issues affecting contract performance, cost and program risk. + Review and evaluate Supplier Statements of Work (SSOW), prepare Request for Information (RFI) and Request for Proposals (RFP) in support of program requirements. + Orchestrate authoring of Statements of Work (SOWs) through coordination with correct technical and business focal points. + Establish key performance indicators (KPI’s) to track supplier performance objectively. + Leverage knowledge of engineering development lifecycle to align internal and external interdependencies to ensure feasible execution schedules with program office and engineering. + Actively manage supply chain-related program risk, propose, and initiate mitigations and corrective actions. + Present to program management, functional and business leaders on the status and issues affecting contract performance, cost, and program execution risk. + Lead the review and evaluation of supplier proposals, perform fact-finding and manage cost and pricing analysis. + Develop supplier negotiation strategies and lead negotiations. + Ensure compliance with federal regulatory requirements and Raytheon policy and procedures, including Federal Acquisition Regulations (FAR/DFAR) and import/export requirements. **Qualifications You Must Have:** + Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience + Minimum of 3 years of relevant Aerospace and Defense industry experience in program management, subcontracts management, material program management or related roles, preferably on U.S. Government or Dept. of Defense programs **Qualifications We Prefer:** + Working knowledge of applicable Government regulations and laws (e.g. – FAR/DFAR, export control) + Familiarity with various types of contracting arrangements – e.g. Firm Fixed Price, Time & Material, Cost Plus, Services, etc. + Experienced with formal risk management and program management methods + Proven negotiation skills with the ability to define strategies and lead complex negotiations + Demonstrated ability to prioritize activities, manage conflicting priorities and urgently respond to unforeseen developments + Excellent presentation, oral and written skills + Proficiency with Microsoft Office programs (Excel, Projects, Word, PowerPoint) + Familiarity with SAP or other ERP systems and program management tools + Willingness to travel domestically and internationally + Willingness to support calls with international suppliers outside of core business hours + Ability to successfully execute tactical activities + Strong leadership, interpersonal and team-building skills **What We Offer:** **Some of our competitive benefits package includes: ** + Medical, dental, and vision insurance + Three weeks of vacation for newly hired employees + Generous 401(k) plan that includes employer matching funds and separate employer retirement contribution, including a Lifetime Income Strategy option + Tuition reimbursement program + Student Loan Repayment Program + Life insurance and disability coverage + Optional coverages you can buy pet insurance, home and auto insurance, additional life and accident insurance, critical illness insurance, group legal, ID theft protection + Birth, adoption, parental leave benefits + Ovia Health, fertility, and family planning + Adoption Assistance          + Autism Benefit + Employee Assistance Plan, including up to 10 free counseling sessions + Healthy You Incentives, wellness rewards program + Doctor on Demand, virtual doctor visits + Bright Horizons, child and elder care services + Teladoc Medical Experts, second opinion program + And more!  _May be eligible for relocation._ **Learn More & Apply Now!** Avionics delivers advanced cockpit displays, vision systems, and comprehensive digital solutions for global government, commercial and business aviation customers. The salary range provided is a good faith estimate representative of all experience levels.
