**Job Description**
BAE Systems is hiring a Subcontracts Administrator to support the Jacksonville Ship Repair business. As a Subcontracts Administrator, you will be a bpart of an integrated team to procure subcontractor spend in the hundreds of millions across a diverse set of subcontractors and commodities/categories. This position will develop subcontracts in accordance with specifications, requirements, work statements, and terms and conditions.
Responsibilities:
+ Support proposal preparation, review, and execution
+ Develop subcontractor evaluation and selection criteria
+ Conduct analysis on cost, price, suppliers, market, etc.
+ Support negotiation of provisions such as price, schedule, work statements, and terms to meet or exceed business requirements
+ Prepare and administer high value/complex subcontract awards
+ Ensure procurement compliance and execute to approved procurement policies and procedures to provide the best value consistent with quality and service requirements while maintaining good subcontractor relations
+ Emphasize subcontractor engagement, relationship building, and subcontractor management through all phases of program execution
+ Develop new subcontractors and advancement of commodity strategies
+ Respond to subcontractor inquiries and resolve invoice issues
+ Participate in fact finding activities pertaining to subcontractor safety, quality, and performance execution
+ Drive Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors
+ Support problem resolution (Root Cause & Corrective Action)
+ Assertively assess, prioritize, and drive issues to closure
+ Support continuous improvement initiatives to optimize team and subcontractor performance
+ Deliver quality customer service to both internal and external customers
+ Exercise discretion and independent judgment
+ Exhibit best practice work habits and collaborate to promote operational excellence
+ Continuously advance knowledge of procurement compliance
+ Proactively adopt best practices and support new initiatives
**Required Education, Experience, & Skills**
+ Bachelors Degree with 2 years of experience or equivalent experience
+ Experience in Subcontracts, Contracts, Supply Chain, Purchasing, Acquisition, or related
+ Experience in Data Analytics, including Price, Cost, Supplier, Market, Competitive, Commercial Item Determination, or similar
+ Knowledge of Project Management or Supplier Management processes
+ Ability to generate, negotiate, and execute major subcontracts/purchases
+ Ability to ensure compliance with contract terms and conditions
+ Ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles
+ Ability to collaborate well with other departments, such as Contracts, Finance, Programs, Operations, and Compliance
+ Ability to analyze performance metrics/KPIs to help meet critical business objectives
+ Ability to assess and understand the financial impacts of the Subcontracts operations
+ Ability to support change and process improvement
+ Ability to find win-win solutions with a make it happen attitude
+ Strong time management and organizational skills
+ Strong verbal and written communication skills
+ Proficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint, and Outlook)
**Preferred Education, Experience, & Skills**
+ Experience in large, complex organizations within Shipbuilding, Ship Repair, or Maritime industries
+ Experience in a Department of Defense (DOD) Contracting environment
+ Experience in Subcontracts/Contracts
+ Experience in Subcontractor solicitations, bid, proposal analysis/processes
+ Knowledge of FAR and DFAR regulations and the nature of flow down requirements
+ Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
+ Knowledge of CPSR audits and requirements
+ Experience with Cost Point ERP systems
**Pay Information**
Full-Time Salary Range: $60076 - $102130
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
