Provide leadership for the field subcontracted services spend category across China and HMT, including new equipment elevator and escalator installation, modernization, service and repair, as well as other job site outsourced services. Understand variations in the supplier and category landscape across the region. Develop strategies to optimize total cost, capacity, quality, safety and compliance.
Partner with EHS and field operations to establish robust field subcontractor performance management system that a.) ensures visibility and compliance to corporate policy and local, regional, global regulations; b.) employs the use of the Otis standard global subcontracting services contract with required quality, EHS, and legal terms and conditions, and c.) leverages a common subcontractor management platform.
Partner with regional stakeholders across the region to support the deployment and implementation of Global Strategies on field subcontractor categories, to leverage spending, generate supplier synergies and share best practices.
Challenge existing processes, specifications, operating models, tools and practices to ensure continuous improvement and adaptation to new market trends and practices.
Develop and implement field subcontractor relationship management process to drive a competitive advantage through partnerships, collaboration, and ongoing development and training.
Coordinate the Major Projects sourcing plan along with the regional teams, and support major tenders on strategic lots on selected Major projects (5 to 10/year)
Animate the construction and the execution of the annual savings plan and projects roadmap for Subcontracting. Track monthly progress and propose corrective actions to close any gap. Partner with finance to define a methodology to link performance savings to project’s P&L and aim to meet proposed yearly targets.
Define preferred subcontractor supplier strategies, negotiate framework legal agreements that address capacity and savings in addition to all standard T&Cs, and deploy these strategies locally.
Develop and implement field subcontractor relationship management process to drive a competitive advantage through partnerships, collaboration, and ongoing development and training.
Establish methods to monitor and manage field subcontractor labour rates using business intelligence and digital technology, including Otis install base and key industry leading measures. Incorporate labour rate knowledge and should-costing / clean sheet methods into subcontractor pricing matrices, while expanding the application of pricing matrix methodologies to all categories of subcontracted services and across all lines of business (NE / MOD / Service)
Define forecasting methods to define labour capacity requirements for subcontracted services and implement new ways like e-auctions for securing capacity to meet demand.
Lead the structured performance evaluation of all subcontractors, ensuring regular and continuous assessment cycles covering safety performance, installation/service efficiency, quality, on-time delivery, compliance and commercial behaviour. Develop and maintain standardized scorecards to drive consistent evaluation across China and HMT. Define action plan based on scorecard results and share feedback with internal and external stakeholders.
Partner closely with China team members, regional supply chain leaders and global subcontracting stakeholder to identify opportunities for transferring qualified Chinese subcontractors to other countries/regions based on demand requirements. Support cross-border resource planning to balance capacity when demand decreases in China or increases in other markets, ensuring compliance with legal, regulatory and EH&S standards.
Support development and deployment of field purchasing policies and standard work impacting field subcontracting and managing compliance.
In all areas of responsibility, the incumbent is responsible for providing full compliance with the "OTIS Policy Statement on Contracting with the United States Government" and the "OTIS Code of Ethics".
EDUCATION: MA/MS degree with 10+ years’ experience; BA/BS degree with 10+ years’ experience
EXPERIENCE/QUALIFICATIONS/KEY SKILLS:
10+ years of proven experience in subcontracting or construction‑related procurement, with a strong track record in strategy development, supplier management, and driving compliance, savings, and process excellence in a complex, multi‑country or global environment.
Proven ability to lead cross‑functional teams, particularly in partnership with EHS, Field Operations, and Legal, with strong understanding of safety, compliance, and operating requirements in a matrixed organization.
Highly proactive and self‑driven individual, with the ability to apply independent business judgment, set priorities, and lead initiatives that deliver measurable operational and financial impact.
Strong analytical and problem‑solving skills, capable of interpreting complex data, assessing both qualitative and quantitative variables, and developing sound solutions to multi‑dimensional challenges.
Exceptional communication and interpersonal skills, able to collaborate effectively with field teams, supply chain managers, senior leadership, and suppliers; strong listening and relationship‑building capabilities.
Fluent in Chinese (Mandarin) and English (written and spoken); additional language skills are beneficial depending on regional interactions.
Strong knowledge of subcontracting market trends, supplier landscape, digital tools, and emerging technologies relevant to construction, installation, and technical services.
Proven ability to influence at all organizational levels, negotiate effectively with internal and external stakeholders, and build consensus in a fast‑paced, cross‑regional environment.
Innovative mindset with the ability to challenge current practices, propose new approaches, and navigate seamlessly between strategic priorities and operational execution.
