In the Countermeasure & Electromagnetic Attack Solutions (CEMA) business area we develop next-generation threat detection, countermeasure, and attack solutions to provide customers with full-spectrum electronic warfare capabilities to enhance mission survivability. The Subcontract Program Manager (SPM) performs a critical role in support of franchise programs with the Advanced Compact EW Solutions (ACES) product line. While operating as an extension of the program manager, the SPM has responsibility for managing all subcontracted material across their assigned program(s), inclusive of strategy, cost, schedule, technical, and quality with support from a cross-functional integrated product team (IPT). The successful candidate will be immersed into a fast paced and high visibility portfolio of programs both in early development and long-standing production and will join a team who specializes in next-generation countermeasures that help aircraft answer evolving IR and RF threats while providing layers of defense.
In this role you will:
+ Manage the execution of subcontracts for materials, equipment, supplies, and services of a highly specialized and complex nature through all phases of the program lifecycle.
+ Evaluate, negotiate, and manage assigned subcontracts to perform to each project s specifications, quality, budget, schedule and earned value requirements to include the timely delivery of all deliverables required to fulfill the subcontract.
+ Author, manage and influence critical path releases of Statements of Works (SOWs) and plans to align with required schedules and subcontractor lead times
+ Deliver quality customer service to both internal and external customers and foster and maintain good supplier relationships, while driving a Zero-Defect mindset with suppliers.
+ Participate in the support of new business and in the development of financial plans for the company, as it pertains to the planned outsourced portion of the project(s).

**Required Education, Experience, & Skills**
+ Ability to travel approximately 25% of the time
+ Obtain Collateral Secret and/or SAP/SAR Clearance
+ _*candidate is preferred to have Secret or in approval process_
+ Bachelor s degree in a related field of study
+ Experience in Subcontract Management, Project Management or Program Management
+ Strong demonstrated negotiation skills and strategies
+ Experience in new business capture to include proposals
+ Experience developing long-term strategies and tactical plans to achieve enterprise objectives.
+ Successful, proven record of leading and managing multi-discipline project teams
+ Strong interpersonal skills with a focus on relationship building, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levels
+ Ability to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
+ Experience with scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processes.
+ Experience communicating externally either with customers or suppliers
+ Technical and business acumen
+ Control Account Management (CAM) experience
**Preferred Education, Experience, & Skills**
+ Bachelor s degree in Supply Chain Management, Engineering or Operations
+ Master s Degree in Engineering and/or Business Administration
+ Prior experience as a project / program manager
+ Experience leading cross-functional teams Integrated Product Teams (IPTs)
+ Program Management Institute s (PMI) Program Management Professional (PMP) certification
+ Demonstrated Risk Management experience
+ Experience with information systems such as Oracle
+ Knowledge of acquisition policies and procedures with associated knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
+ Significant experience managing the development and compliance of requirements (SOWs, specifications, contractual terms, etc.)
+ Strong organizational skills to handle many overlapping projects simultaneously
**Pay Information**
Full-Time Salary Range: $132962 - $226035
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
