Position Summary:
We are seeking an experienced and mission-driven Strategic Initiatives Sr Manager to help a large-scale software development and IT modernization program. This role is responsible for the full lifecycle of contract delivery, including technical execution, customer engagement, and compliance with federal contracting requirements. The ideal candidate will bring deep expertise in agile delivery within a federal environment, a strong track record of managing teams, and demonstrated success overseeing complex modernization efforts across legacy and cloud-native platforms.
Key Responsibilities:
Identify, evaluate, and negotiate new strategic partnership opportunities.
Build and maintain strong relationships with key external partners and internal stakeholders.
Collaborate on joint go-to-market strategies, co-branded initiatives, and product/service integrations.
Drive strategy and execution aligned with the government customer’s goals, ensuring compliance with federal acquisition regulations (FAR), agency-specific standards, and contract terms.
Track and assess partnership performance against defined KPIs and ROI metrics.
Program Execution
Design and manage cross-functional programs aligned with strategic priorities.
Define program scopes, goals, timelines, and deliverables in collaboration with senior leadership and stakeholders.
Drive end-to-end program management, including planning, execution, risk management, and reporting.
Ensure programs are delivered on time, within scope, and with high quality.
Integration Management
Lead the integration of new partnerships, products, or services into existing business operations.
Collaborate with product, operations, technology, marketing, and finance teams to ensure smooth handoffs and implementation.
Develop and maintain detailed integration roadmaps, timelines, and stakeholder communication plans.
Monitor and optimize post-integration performance to ensure sustainable impact.
Client & Stakeholder Engagement
Build trusted relationships with senior federal stakeholders, including CORs, COs, and technical leads.
Manage communication across government clients and teaming partners.
Required Qualifications:
Education:
Bachelor’s degree in Computer Science, Engineering, Information Systems, Business, or related field; Master’s or MBA preferred.
Experience:
10+ years of experience managing large federal software development or IT transformation contracts.
5+ years of experience overseeing modernization programs using Agile and DevSecOps in a government setting.
5+ years of experience in strategic planning, partnership management, program management, or a similar strategic role.
Proven track record of executing strategic initiatives with measurable outcomes.
Strong analytical, organizational, and problem-solving skills.
Exceptional communication and negotiation abilities.
Experience working cross-functionally in a fast-paced, dynamic environment.
Familiarity with project management tools (e.g., Microsoft Project, Jira), and data analysis platforms is a plus.
Prior experience with CPARS and contract compliance reporting.
Skills:
Strong leadership, strategic planning, and risk management abilities.
Exceptional written and verbal communication skills with experience presenting to federal executives.
Clearance:
The ability to obtain a Public Trust clearance. Active Preferred.
US Citizenship Required
Preferred Certifications:
PMP, SAFe Agilist, ITIL v4
Certified Scrum Professional (CSP), PMI-ACP, or equivalent
The likely salary range for this position is $170,000 - $230,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.Scheduled Weekly Hours:
