Stakeholder Engagement Manager
Position Description:

CGI Federal is seeking a highly experienced and strategic Stakeholder Engagement Manager to lead stakeholder alignment and communication efforts for an upcoming supervision systems support program. This role is critical to ensuring seamless collaboration across government and contractor teams during a period of significant modernization and transition. The ideal candidate will bring deep expertise in stakeholder engagement, change management, and program communications—ensuring that all voices are heard, risks are surfaced early, and the program's mission is clearly understood and supported at every level. This position is located in our Fairfax, VA office; however, a hybrid working model is acceptable.

Your future duties and responsibilities:

.    Lead the development and execution of stakeholder engagement strategies that support program management and transition objectives.
.    Serve as the primary liaison between program leadership, Agile teams, government stakeholders, and external partners to ensure alignment on goals, timelines, and expectations.
.    Facilitate stakeholder input and feedback loops across all phases of the program, including Agile development, transition-in, and operational readiness.
.    Develop and manage communication plans that ensure transparency, clarity, and consistency across all stakeholder groups.
.    Support the Transition Manager and Program Manager in executing a seamless transition-in plan, ensuring stakeholder expectations are met and risks are proactively mitigated.
.    Coordinate with government leadership to ensure that stakeholder concerns are addressed and that program updates are communicated effectively.
.    Lead and develop the strategy with a change management lens to support adoption of new systems, processes, and technologies.
.    Track stakeholder engagement metrics and provide regular reporting to program leadership.

.    10–15 years of relevant experience in stakeholder engagement, program communications, or organizational change management.
.    5–7 years of experience specifically in Organizational Change Management (OCM) within large-scale IT or federal programs.
.    Proven experience facilitating stakeholder engagement in complex, multi-system environments.
.    Experience planning, directing, and coordinating activities in IT domains such as systems analysis, application development, and information systems.
.    Strong understanding of Agile and DevSecOps environments, including experience supporting Agile teams and program-level coordination.
.    Proficiency with Azure Boards or equivalent tools (e.g., Jira, Atlassian, Confluence).
.    Exceptional written and verbal communication skills, with the ability to tailor messaging to technical and non-technical audiences.
Desired qualifications/non-essential skills required:
.    Prosci or Equivalent Change Management Certification
.    Experience Supporting Federal Financial Regulatory Agencies
.    Experience with Transition Communication Planning
.    Knowledge of Federal IT Governance and Compliance Frameworks
.    Workshop facilitation and design thinking
CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $100,800.00 - $198,400.00.
