We are looking for a Stakeholder Engagement Coordinator for the Stakeholder Engagement Section of the Health Policy Office (HPO)!
HPO is responsible for the administration and performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to the fully capitated CHP+ program. Staff within the Office are responsible for stakeholder relations, policy development and implementation, grant oversight, contract management and performance, program administration and overall Medicaid program performance. The Office plays an instrumental role in achieving the HCPF’s mission to improve access to cost-effective, quality health care services for Coloradans and provides HCPF-wide leadership on fee for service benefit development and management, and children and families policy.
The Stakeholder Engagement Section works collaboratively to advise on and help plan external stakeholder activities with HCPF subject matter experts and program staff. Depending on the project, the section leads on facilitating high-profile engagements as it leverages conflict resolution and mediation strategies to engage stakeholders positively while also preventing or defusing high-conflict situations that can occur in meetings with the public. The section also analyzes and develops best practices around stakeholder engagement for use throughout the Department. As part of this work, the section is available to train and work with HCPF staff. The section assists Department staff to identify and utilize appropriate technologies and tools that can improve both engagement and accessibility.
This position can work fully remotely from anywhere in the State of Colorado.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

WHAT YOU'LL BE DOING AS STAKEHOLDER ENGAGEMENT COORDINATOR:
+ Develop strategies for outreach to external stakeholders including but not limited to developing contact lists, continuously updating contact lists, and identifying stakeholders who might benefit from increased outreach.
+ Identify and strategize outreach initiatives to engage communities who may not participate in, or who have less opportunity to participate in, stakeholder engagement opportunities.
+ In line with principles of health equity, identify culturally appropriate and responsive methods to conduct outreach to communities who have not traditionally engaged with the Department.
+ Liaise between the Department and external stakeholders to ensure effective communication, participation and engagement.
+ Specialize in administering comprehensive, inclusive, culturally responsive, and appropriate stakeholder engagement strategies for the Department.
+ Execute strategic communications with stakeholders.
+ Represent the Department to external stakeholders, and must utilize strong analytical and writing skills to collect, analyze, and synthesize information from external parties to report back to Department staff.
+ Coordinate stakeholder outreach and interagency engagement for the 1115 waiver cash funds.
+ Work collaboratively with all HCPF offices and other state agencies.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Six (6) total years of professional experience in stakeholder engagement, public affairs, project management, communications, government administration, or policy administration.
Option 2:
Education and Experience:
Bachelor's degree from an accredited institution in the social sciences, the humanities, business, public administration, or a related field
AND
Two (2) total years of professional experience in stakeholder engagement, public affairs, project management, communications, government administration, or policy administration.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
+ An associates will count as two years of experience
+ A bachelors will count as four years of experience
+ A masters degree will count for six years of experience
+ A doctorate or juris doctorate degree will count for seven years of experience
PREFERRED QUALIFICATIONS
+ Previous relevant professional state experience
+ Master’s or other advanced degree in the social sciences, the humanities, business, public administration, or a related field
+ Professional experience or certification in:
+ Project management
+ Facilitation and/or public engagement
+ Public policy administration, interpretation, and implementation
DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
