Staff Environmental Scientist - Article VIII, Part 102 Permitting (Newton, MA)
**Description** Burns & McDonnell’s Environmental Services Global Practice is seeking a motivated Licensing and Permitting professional to prepare and secure permit applications and manage compliance with regulatory requirements, particularly those related to Article VII, Article VIII, and Part 102 of the New York State Public Service Law, for major utility transmission facilities including electric and gas. Prior experience demonstrated with federal and state siting and permitting, specifically experience related to Article VII permitting in New York, transitioning into Article VIII, is required. The position is the lead individual for identifying permit requirements and interrelationships, scheduling permit applications, developing permitting strategies, and managing timely completion of deliverables by the Permitting Team. The key responsibilities for the Article VIII staff environmental scientist include: 1. Identifying the appropriate New York State Public Service Commission permitting process applicable to the project in question. 2. Understanding and the ability to manage an Article VII amendment, Article VIII Application, or Part 102 application from inception to restoration closeout. 3. Understanding and the ability to manage associated federal, state, and local permitting requirements associated with the overall effort. 4. Understanding and the ability to manage compliance efforts during construction, including: SWPPP monitoring; vegetation management and restoration; rare, endangered and threatened species monitoring; invasive species management; and wetlands and waterbodies protection. The applicant must be comfortable with presenting applications and data to the public in general, including federal, state, and municipal stakeholders and regulators. Primarily, this position manages the preparation of documents or technical documents. Additionally, the successful candidate mentors less experienced staff and performs other duties as assigned. The Article VII, Article VIII, or Part 102 permitting specialist serves as a vital connection between infrastructure projects and regulatory bodies, concluding that all necessary permits are obtained and that projects comply with environmental regulations throughout their duration. Other duties as assigned. **Qualifications** + Bachelor's or graduate degree in a natural resources field, environmental science, or related field from an accredited program. + Minimum 4 years’ experience related professional experience obtaining environmental permits from various agencies. + A strong understanding of environmental regulations, permitting processes, and specific Article VII requirements is important. + Must have ability to interact effectively with a wide variety of industry, government, and public contracts on project-related matters. + Strong analytical and problem-solving skills. + Ability to clearly communicate both verbal and written technical information. + Ability to work under pressure and meet tight deadlines. + Proficient in computer software (Microsoft Office-Word, Excel, PowerPoint, Project).
