Job Description:

OCTO is in need of a seasoned Technical Writer with a proven professional background in reviewing, analyzing and documenting and maintaining complicated technical scripts.

This position is housed under the Office of the Chief Technology Officer in direct support of the DC Access System (DCAS).

 

The Office of the Chief Technology Officer is looking for a Technical Writer who will be responsible for the review, preparation, revision and maintenance of all technical documents inclusive of but not limited to business processes, system operations, user documentation, policies, and procedures.

The incumbent will become an integral part of the DCAS Team working with all related teams working towards the overall goal of successful system implementation and management so as to provide efficient services to the citizens of the District of Columbia.

 

The Core duties associated with the role are as follows:

•        Works with various technical and non-technical staff to create documentation to be used for various tasks across the system development lifecycle.

•               Document business processes, workflows, and procedures across social services programs administered by the District.

•        Prepares and maintains operational documentation such as user guides and manuals and technical publications for distribution within the project team, as well as, inter-agency and external stakeholders when necessary.

•        Documents and diagrams process flows and business process for use in developing technical requirements, use cases, test plans, and other technical documents as directed.

•        Collaborate with developers and PMs to create quality documentation and training materials.

•        Provide documentation that provides very detailed technical specifications to be used across technical teams.

•         Provide detailed user based guides and training materials to be used by internal staff

•         Provide user guides and frequently asked questions for users internal to DHS and to the public.

•         Develop and maintain an internal documentation library.

•         Other duties as assigned.

 

This individual will be working closely with the DHS and its partner agencies to ensure the agencies’ priorities are met. This is a position in the DC Access System (DCAS) project.

4. Analyzes information and statistical data to prepare reports and studies for use by professionals.

 

Minimum Education/Certification Requirements:

Master’s degree in Information Technology or related field or equivalent experience.
