The Sr. Subcontract Administrator is an experienced project manager, responsible for subcontracting and purchasing requirements in support of legacy and developmental products within the Oshkosh Vocational segment Global Purchasing & Supply Chain (GPSC) department. Using the tools and technique from Project Management, Contract Administration, and Supply Chain Management, the Sr. Subcontract Administrator ensures the successful and efficient planning and execution of subcontracts in accordance with an approved contractor purchasing system while maintaining compliance with Federal Acquisition Regulations (FAR), DoD Federal Acquisition Regulations Supplement (DFARS), and Public Law. An ideal candidate must have proven project management skills, attributes to make independent decisions, and lead/mentor others.
**YOUR IMPACT:**
+ Ensures compliance with federal regulations, procurement policies and procedures.
+ Maintains awareness of changesin government regulations and develops recommendations regarding company policies and practices.
+ Develops and maintains subcontract database and templates.
+ Acts as primary contractual point of contact in dealing with subcontractors.
+ Drafts andreviews agreements such as Subcontracts Agreements, Long Term Agreements,andother legal documents.
+ Providesadvice and assistance in subcontracting matters to management, including matters involving Contractor Purchasing System Reviews (CPSR).
+ Providesleadership and guidance to procurement team andsupports proposal efforts.
+ Acts as liaisonwith Contract Administration, Purchasing, Pricing, Legal, and other functional areas to ensure subcontract execution complies with customer requirements and migrate risks.
+ Coordinates the development ofsubcontract statements of workand subcontract requirements.
+ Responsible for monitoring subcontractor performance, including the management of deliverables, time schedules/milestones, and statement of work changes.
+ Develops policies, procedures, and training for procurement personnel on best business practices tobein compliance with FAR/DFARS and Public Law regulations.
+ Acts in a project management role reviewing status of projects, developing metrics for tracking progress, and communicate theresults to management.
+ Assesses project issues and helps to develop/implement countermeasures and resolutions.
+ Preparesand supports subcontract negotiation, ensuring that the subcontract isin accordance withlegal requirements, customer specifications, and government regulations.
**BASIC** **QUALIFICATIONS**
+ Bachelor's degree in related field
+ 4+ years of project management experience or subcontract management experience
**STANDOUT QUALIFICATIONS**
+ Strong verbal and written communication skills
+ Excellenttime management andorganizational skills
+ Knowledge of the FAR/DFARS and Government contracting principles
+ Knowledge of CPSR
+ Ability to analyze data and focus on attention to details
+ Experience in a manufacturing and/or DoD industry a plus
+ CAPM or CPSM certifications
+ Working knowledge of variouscontract types (FirmFixed Price, Cost Plus, etc)
+ Experience ortraining in subcontract management/procurement
**Pay Range:**
$82,000.00 - $132,800.00
The above pay range reflects the minimum and maximum target pay for the position across all U.S. locations. Within this range, individual pay is determined by various factors, including the scope and responsibilities of the role, the candidate's experience, education and skills, as well as the equity of pay among team members in similar positions.
